With the Jiangsu Provincial People’s Government "Ocean-oriented East of Jiangsu" strategy, as well as the focus on the tourism of Yancheng city and Sheyang county, Sheyang’s tourism industry will come into a new spring. With the rise of Jiangsu coastal development strategy for the country, Sheyang urban construction is facing an unprecedented historical opportunity. As an important node of China Coast and northern Jiangsu coast, Sheyang will gradually integrate into the metropolitan area.How to do Sheyang County’s tourism planning, to learn sustainable development road, to build human and natural resources and economic development in harmonious atmosphere, it is necessary to launch an in-depth study. This study aimed to sort out the tourism development and planning related to the theoretical basis, summed up the development of domestic and international experience of rural tourism, to fully understand the Sheyang County’s history and current situation. After further research of the status of Sheyang tour-ism development on the combination of 《Jiangsu Provincial Tourism Development Master Planning Program (2001-2020)》, and the county tourism development plan in Sheyang County Master Plan (2008-2030), according to the existing domestic and international status of the county tourism development theory and practice, the essay will summarize one blueprint for Sheyang rural tourism planning in rural safeguards, create a new Sheyang County tourism mechanism which is in accordance with the Scientific Development Concept and meet the needs of "dual-model society" and adapt to the further development of the local tourism.Sustainable development covers:sustainable ecology, sustainable culture, and sustainable rural economy.
