Since the1990s, the restructuring of China’s telecommunications industry has ledto the development of the telecommunications industry. Telecom, China Unicom andmobile operators in the development of the concept different service managementlevel differences lead to changes in the market share of each operator’s movementsand the income level of growth. Since2009, China Mobile Group Hunan Co., Ltd.Shaoyang Branch (referred to as the Shaoyang mobile) continuous improvement andinnovative service management system, and actively build a full-quality serviceevaluation system for employees to fully mobilize the enthusiasm to enhancecompetition and improve resource utilization, The force has important significance.Therefore, the study of the establishment and application of the full quality of serviceassessment system of the of Shaoyang mobile company, has important theoretical andpractical significance.According to management the basic theory, the integrated use of theoreticalanalysis and empirical analysis, field surveys and copywriting surveys a variety ofanalysis methods, a more systematic, in-depth study of the establishment andapplication of the full quality of the of Shaoyang mobile branch service evaluationsystem. This article first explains the basic theory of the quality of service assessmentSystem; then investigated Shaoyang mobile branch service management system, andanalysis of the problems and the reasons of the company’s existing servicemanagement system; Then, according to the Shaoyang mobile branch developmentstrategy, objectives and principles of a company-wide quality of service assessmentsystem built around the on-line service evaluation system and its appraisal program;final of Shaoyang mobile branch quality service evaluation system implementationsteps and safeguards measures.Currently, domestic scholars on the establishment and application of thecommunications industry, quality of service evaluation system is still in sporadicexploratory stage, representative results also unusual, far from not form a completesystem. In this paper, the status quo based on of Shaoyang mobile branch servicemanagement level, to actively explore the construction and application of theShaoyang mobile branch full quality service evaluation system, designed to helpemployees enhance service awareness, improve enterprise services management level,and enhance the company’s competitiveness.
