Study Of City Government Functions In A Low-carbon Development

The concept of "low carbon" has been vividly portrayed, along with the construction and development of low-carbon cities has become more and more valued by governments, for the reason that global economic and social sustainable development has been seriously challenged by climate change. In order to change the traditional "high-consumption, high-growth, high-pollution" extensive economic growth mode, complying with the requirements of the global energy conservation and emissions reduction, our government also shows the confidence and determination to develop the low-carbon economy. The low-carbon economy is the unique way to human society towards sustainable development. The low carbon construction has also gradually developed the important content of government management innovation. The construction of low-carbon cities benefits from the strong promotion of the laws and regulations, policy environment, technology development, which is carried out by government and the government plays an important role in the carbon-economy development.This paper launches a study on the "2011China top ten innovative city" selected by authoritative organization as well as the construction of low-carbon city in the way of the theoretical research, empirical analysis and normative analysis. The main conclusions are as follows:(1) Exploring the connotation, characteristics and theoretical basis of the low-carbon economy, the low-carbon city and the innovative city, meanwhile drawing on the factors and specific evaluation methods of the construction of low-carbon city.(2) Deeply probing into the exercise necessity and inherence of government’s function in the low-carbon urban construction. Analyzing the problems and reaching the conclusions. The government affects the condition of economic system and the environment of enterprise management, consequently the comprehensive construction of low-carbon city depends heavily on the exercise of government’s function properly. (3) Researching on the case of "2011China top ten innovative city", this paper proposes the evaluation index should be adopted under the precise of summarizing the current evaluation model low-carbon urban construction. Based on the overall situation of construction, this paper has utilized the statistical analysis on index data to classify the innovative cities. Then according to the weak links of the different categories in the low-carbon city, the paper points out the strategies what government should focus on in the future construction.(4) The development of low-carbon economy and low-carbon urban construction becomes a common topic around the world and many countries have tried to take positive measures provincially to develop carbon-economy, aiming to occupy the leading position in the process of low-carbon urban construction. There are abundant advanced experience from many countries such as Britain, Japanese, Denmark, Sweden and Masdar, etc, which are worthy of reference and learning for our country.(5) In view of the evaluated results of the low-carbon urban construction about "2011China top innovative cities" selected and the advanced experience of foreign countries, according to the role played by the government functions, the paper gives suggestions and recommendations about what function government should perform. Our government should achieve the smooth development of low-carbon economy mainly from the way that government’s macro-control and legislative guarantee, the industrial structure’s optimization, the technologies’development and the talent level’s upgrading, the investment’s and finance’s increase, the low-carbon standard’s improvement and the low-carbon buildings’improvement, the awareness’improvement and the low-carbon ways’ promotion.Moreover, the paper concludes the differences of our government’s function on the levels and regions in the process of low-carbon economy development, in addition to the government’s overall policy proposed.
