Low carbon eco-city is an inevitable trend of city development for low carbondioxide emissions in China’s present situation, and evaluation is an indispensablelink in the process of low carbon eco-city study. low carbon eco-city is an advancedand complex type. The focus of the evaluation are different with each other becauseof different levels of city development in China. For this reason, clearing directionof development then determining the level of development is important guaranteefor the city development to a low carbon eco-city.This article takes the low carbon eco-city as the research object, then exploringthe status quo of low carbon eco-city at home and abroad by reading extensiveliterature; putting forward the basic concept and other related properties, oflow-carbon eco-city. Summarizing the different city characteristics and mode ofdevelopment for the four types of low carbon eco-city, founding a method todetermine the type of city-owned; analyzing the strengths, weaknesses anddevelopment focus of low carbon eco-city, and establishing index system andevaluation model for low-carbon eco-city. Then verifying the correctness of methodfor determining of city prototype and feasibility of low carbon eco-city assessmentmodel on this basis by applying the relevant data nearly11years.Index and assessment system are important parts on the whole study of lowcarbon eco-city. It’s not only providing a theoretical basis for more in-depthdiscussion of low-carbon eco-city in the future, but also proposing standards ofspecific implementation. This paper conducted in-depth understanding oflow-carbon eco-city, founding a method to determine the urban developmentprototype, can be a clear direction of development, then find a fairly complete indexsystem, followed by the establishment of the evaluation method with a universalapplicability pursuant to clear the citylevels of development. Assessment oflow-carbon eco-city has a great significance either in theory or in fact.
