At present, greenhouse gas warming issue has become the focus of attention ofGovernments generally. Global warming will not only lead to melting glaciers, risingsea levels, but also cause drought, hail, hurricanes and other extreme disastrous weather.In order to stop this trend and restore the natural balance of the ecosystem, and protectthe human living environment, in1992the United Nations on climate change reachedthe world’s first International Convention for Climate warming "United NationsFramework Convention on Climate” to control greenhouse gas emissions. In1997, thedeveloped countries signed the Kyoto Protocol to reduce greenhouse gas emissions. In2009,"Copenhagen Protocol" was born to succeed the Kyoto Protocol, which expires in2012, and continue to play its statutory role. Visible, Energy-saving emission reductionhas become the inescapable responsibility of the whole world, in this context, how tocoordinate the relationship between carbon emissions and economic growth, to developlow-carbon economy, and to build low-carbon eco-city become a hot topic explored byvarious countries and regions.This paper follows the technical route of first theorize then authenticate, firstanalyze then proposed, as Wuhan for example, on the basis of comprehensive using thetheory of sustainable development, and low-carbon economy, use the Di’s Logarithmicindex decomposition model to explore China’s low-carbon development mode. From thesurvey Wuhan industrial development status and carbon emission characteristics,analyze the influencing factors and mechanism of action of changing low-carbon city,and borrow the more typical low-carbon city for experience, then build the developmentsystem of low-carbon industrial city, and proposed policy framework conducive to buildlow-carbon eco-city of Wuhan. This article consists of the following components:(1) Analysis of the development characteristics and carbon emission status ofWuhan. First discusses the characteristics of the development of Wuhan: In thepetrochemical, automobile, electric power and steel as a pillar industry of the industrialcity. Then analyze the status of Wuhan industrial carbon emissions, the study found, theWuhan industrial carbon emissions intensity, the per capita industrial carbon emissions,and unit energy consumption of industrial added value indicators are far higher than the national average level, showing the characteristics of high energy consumption, highemission, and high pollution. Building low-carbon city is complexity and specificitybecause control coupled with indicators of economic growth constraints, heavy industryproportion emphasis, the energy structure is not reasonable; the lack of technologicalinnovation ability, policy mechanism is not sound and other factors.(2) Empirical test the influencing factors and mechanism of action of low-carbonindustrial city construction in Wuhan. First of all, to build drivers of decompositionmodel, and use the LMDI method to decompose the Wuhan industrial carbon emissionsin accordance with the energy structure effect, the effect of technological progress, theeffect of the structure of output and economy of scale, estimates the cumulativeincremental impact of various factors on industrial carbon emissions. The study foundthat the size of the economy is a major positive impact on factors, followed by thestructure of output, technological progress is the main reverse influencing factors, therole of the energy structure is very small. So construction of low-carbon industrial cityin Wuhan should proceed from the above four aspects, especially the economies of scaleand technological progress will be the key to a breakthrough energy saving, provide atheoretical basis for industrial low-carbon.(3) Attempts to construct a model of development of low-carbon industrial city inWuhan and related support measures. Learn from the advanced experience of UKlow-carbon communities Beddington, Swedish low-carbon city of Malmo andlow-carbon model city of Toyama City, to build Wuhan featuring low-carbon city road,including on the basis of the optimization and upgrading of industrial structure toachieve sustainable development, and to accelerate industrial transfer in order topromote the development of Ecological City and with the help of circular economyindustrial enterprises set aside space for the city. Meanwhile, in order to promote theconstruction of low-carbon industrial city in Wuhan, this paper provides the fiscal policy,industrial policy and security system for reference.
