Industrialization is impantort contents of modernizatin.Undeveloped districts have been focusing on realizing great-leap-forward development based on industrialization. During the age of economic globalization and processing of information, China promoted new-type industrialization strategy reflects the backward of traditional industrialization. Under the guidance of national development strategy, Xilingol League has promoted "developing on industrialization" strategy in2003and promoted vigorously the process of new industrialization. Industrial economy developed rapidly and industrial economic strength increased markedly since then. However, the process of industrialization in Xilingol League is the heritage of traditional industrialization and series of issues have been reported. As the closest grasslands to the most developed districts around Beijing and one of the most delicate ecological environment in pasturing areas, industrialization type in Xilingol League is crucial to the Inner Mongolia Autonomous Region even the national industrialization strategy. Acceleration of the process of new-type industrialization in Xilingol League and realization of the great-leap-forward development is the objective requirement of sustainable development of ecological environment in grasslands as well as the guidance of the development strategy of Xilingol League. The process has crucial meaning to realization of sustainable development of economy and society.This article is based on the phase of development of industrialization in Xilingol League, depended on worldwide industrialization theories and analysis from level of aggregate economic volume; level of employment structure; level of inner industrial structure; yield and growth rate of main industrial products and other qualifications of industrialization in Xilingol League. We logically concluded that Xilingol League is at the metaphase of industrialization development from different level analysis above. According to the analysis of industrialization development in Xilingol League, we can draw conclusions of relative lower level of overall industrialization development; irrational industry structure and high dependence of natural resources; less effectiency in industry development in pasturing areas and Local environmentally disastrous. On the basis of this general situation, Xilingol League is attempting to implement strategy of sustainable development;increase spending in technology, encourage innovations of science; transconformat based on informatization; improving human resources policy; accelerate the institutional innovation of new-type industrialization development. Xilingol League is aimed at realizing a high-tech content, good economic returns, low natural resources consumption, less environmental pollution and fully usage of human resource type of new industrialization. According to this new strategy, combined with "informationization accelerate the process of industrialization" theory proposed in The16th Party Congress, new theories have been used in accelerating new-type industrialization and six new measures have been under process to benefit the whole strategy and realization of sustainable development of economy and society.
