With the development of the society, more and more people realize human resource becomes the first crucial resource in modern economy growth. Human resource development is the basic way to make the country prosperous. As a big agriculture country, agriculture is the base of the national economy in China. The peasants account for the most of the whole population.Therefore, Rural human resource development is the key to solve the problems of agriculture, rural areas and peasantry and build new socialist countryside. Meanwhile, it is the premise for the realization of agriculture modernization and is to promote the rural economy and social development. In recent years, Xilingol league area’s economy has made great progress and human resource development has also made some achievements.Nevertheless, due to the natural environment, concept, and many other factors, the overall quality of the rural and pastoral areas’ farmers and herdsmen in Xilingol is still low. Meanwhile, it lacks skilled personnel. So the rural and pastoral human resources development falls behind other areas. Based on these, the most important task is to develop rural and pastoral human resource greatly guided by the theory of human resources development, with an emphasis on human capital investment, in order to promote the healthy and stable development of the rural and pastoral areas of the economic and social.The paper regards the farmers and herdsmen as the major researching object and tries to learn the present situation of rural and pastoral human resources in Xilingol league area and puts forward some useful suggestions by studying the problems and influencing factors on it. And provides a reference for Xilingol league area to improve the way of rural and pastoral human resources development.Firstly, according to the documents and interviews, the paper comes to the conclusion. The human resources is relative surplus, low quality, unbalanced structure by analyzing the quantity, quality and structure of rural and pastoral human resources in Xilingol league area.Secondly, the paper studies the problems on rural and pastoral human resources development in Xilingol league area according to the present situation. The government has taken effective measures and gained some achievements in recent years on rural and pastoral human resources development in Xilingol league area, but there are still some problems now. It includes the following aspects: pay less attention to rural and pastoral human resources, the lack of talent resources, the relatively slowness of vocational education and the rough surplus labor transfer.Thirdly, the paper analyzes the influencing factors on rural and pastoral human resources development in Xilingol league area. As the farmers and herdsmen in rural and pastoral of Xilingol is the main body of human resources in this region, besides the particularity of minority area, in this paper, the writer combines the truth of rural and pastoral area of Xilingol and mainly gives a further analysis of the elements of the problems from the natural environment, traditional view, the level of economic development and policy system. This is the innovation points of the paper.Finally, the paper puts forward some suggestions on how to developrural and pastoral human resources in Xilingol league area. As we all know, human resources has both universality and particularity at the same time. Only with the actual situation of Xilingol league area and the relevant measures, theory and practice can be combined powerfully to guide the local human resources development. The main solutions: playing a leading role for the local government on rural and pastoral human resources development, increasing investment in education, strengthening rural and pastoral health service, establishing the basic social security system, promoting the transfer of surplus labor force in rural and pastoral area and so on.
