The construction of the new pastoral areas makes an great contribution to the new socialist countryside, what’s more, it conducts direct effects to the development of China’s rural modernization. DONGWUZHUMUQINQI grassland are frontier minority areas which treat animal husbandry as a pillar industry. The areas develop animal husbandry economy based on the grassland resources, this economic activity is widely-known and continues to this day. Therefore, from both the historical and realistic perspective, the development of DONGWUZHUMUQINQI economy, to a large extent, depends on the situation of animal husbandry economy. As animal husbandry banner, the DONGWUZHUMUQINQI once ranked first among the region, as well as nationwide. However, a great deal of negative factors have made the primary animal husbandry leader isolate from modern livestock market. The factors are as follows, the deterioration of the ecological environment, backward of production technology, as well as the unreasonable policy for animal husbandry.The livestock of DONGWUZHUMUQINQI is a typical case of grassland animal husbandry, which grows up from the traditional nomadic mode of production. As the effect of ecology, economy and regime, changes in production mode have showed complicated characteristics. We introduce a new analytical approach--"evolutionary economics analysis paradigm" to explain "path dependence" of the transformation process in DONGWUZHUMUQINQI. In addition, we build the analytical framework of "path dependence". We focus on the issue of "lock-in" in path dependence and based on that we reveal the problem of dynamic mechanism. For example, the existence and reasons of connection between technology and regime. At last, according to the characteristics of the bounded and rational economics assumptions as well as self-learning, we put forward the "lock-in" in path dependence. Moreover, we come up with approach and method.Key factors in the progress of constructing new pastoral areas in Dongwuqi is the transformation of the livestock production system. It is also our study topic. We put forward some recommendations for the economic development of pastoral areas in Dongwuqi relies on the research of rational transformation of livestock production. Our achievements made reference to the other pastoral or regions with similar resource.
