Recently, with the rapid development and wide application of information technology, the International banking has to reconstruct business processes and organization, to innovate risk control type, to integrate information technology systems. The Agricultural Bank of China (ABC) as China’s state-owned commercial banks, and its vision is to create a world-class modern commercial bank. In recent years, the bank has followed the "dot full-featured, teller whole process" mode of operation. The drawback of this model is inefficient, high operating costs, high degree of risk spread. With the increase in business volume, customer requirements, and operational risk management efficiency of banking services have become increasingly demanding, it is increasingly unsustainable. There are five performances:the first is the operating system cannot adapt to the Agricultural Bank of China among the world-class commercial bank’s strategic objectives; the second is the operation mode cannot meet the customers convenient, efficient and security requirements; the third is Operational capacity is difficult to meet the growing wealth of financial products and the operational requirements of the rapidly growing trading volume; the fourth is Operating procedures, cannot effectively release the value of the business outlets; the last is Operational risk control weaknesses and still are many hidden dangers.In this paper is talk about how to build fast and efficient modern commercial bank operating system, improve the level of organization and management, to enhance the operational capabilities, to promote business development, and ultimately enhance the core competitiveness of enterprises.The author is a large state-owned commercial banks in China engaged in the operation and management for many years, has a wealth of commercial bank operation and management experience. In this article, the author through research to reference operations management, commercial bank management and other related literature, and went to a number of domestic commercial banks to conduct field research, operations management field, a number of experts to visit commercial banks. The authors use a variety of research methods, operation and management system and mechanism analysis on a number of domestic and foreign commercial banks. To combine with the Status and Insufficient of the ABC, we can find the best solutionsIn this paper, on the basis of previous studies and summarized the focus on how to create the front, middle and background separation centralized operation and management system to expand the research. Through research, construction design of the modern operation and management system of the Agricultural Bank of China, to provide theoretical support for modern operation and management system of China’s commercial banks. The conclusion that China’s commercial banks in the basic framework for the construction of a modern operation and management system and back-office center building, and in the practice of all commercial banks to create a modern operation and management system has played the role of inspiration and guidance.
