Comprehensive Evaluation Of The Equalization Of Basic Public Services In Guangdong Province

The basic purpose of social development is that everyone shared, universal benefited. The equalization of basic public services,let the people share the fruits of reform anddevelopment, is the urgent need to solve the livelihood problems, resolve socialconflicts,promote social harmony, and reflect social equity. To achieve the goal of sharing thefruits of reform and development, our government attaches importance to promote theequalization of basic public services. However at this stage still faces many challenges, stillexists a lot of non-equalization phenomenon. From a technical point of view, mainly becauseof the current evaluation system of basic public services in China has not been perfect, evaluation capacity of basic public services is lower, and lacks of basic public servicesevaluation methods and skills. So that requires a sound evaluation system of basic publicservices to constrain and guide the behavior of the public sector.At present, Guangdong province is in a critical stage of the second transition and reformwith change of the pattern of economic development as the main line. Enter a new stage of thesecond transformation and reform of equitable and sustainable development as the goal,urbanization strategic position is beginning to show.This will surely face the contradictionbetween industrial upgrading and low population quality,and the contradiction betweeneconomic benefits and harmonious development.It’s urgent to promote basic public servicesequalization to resolve these contradictions.For this reason,the Guangdong provincialgovernment proposed to further promote comprehensive reform of the basic public serviceequalization. Now, Guangdong province is actively exploring the path to promote the basicpublic service equalization.This paper has6parts.It firstly analyzed the definition of basic public servicesequalization,the principles of defining the scope of basic public services,the principles ofdesigning basic public services equalization indicators system, the selection of determineindex weight method and the use of the comprehensive evaluation method.By Referencing todomestic and international research,and combining with the situation of the population inGuangdong province, Puting forward the indicators system of the basic public service equalization in Guangdong province.Adopting the system and related statistics, it applied themulti-level gray relational analysis model base on FAHP(fuzzy analytic hierarchy process) toevaluate comprehensively the status quo of basic public services equalization in GuangdongProvince,and reached the conclusion that the difference of basic public service supplyingbetween the urban an rural areas is great,the basic public services equalization of the overalllevel at a lower level and each indicator development is uneven.It provides a reference topromote basic public services equalization for Guangdong and the country.And it will have acertain reference value for the relevant policy department in constituting the policy of basicpublic services equalization.
