It is scientifically proven that forest plays a special role in countering global climatechange. Forest is of great importance to the living environment of human beings. Forestland,as the root place for forest to survive and expand, also the essential base of forest, not onlysafeguards the supply of timber and wood products, but also plays core function in guardingnational ecological safety, being regarded as important natural resources and strategicresources of each nation. According to the “Implementation Regulations of Forest Law of ThePeople’s Republic of China”, forestland includes arbor tree forest, shrub, open forest land,cutover land, burnt land, immature forest, nursery or suitable land for afforestation planned bythe government of county level or aboves whose crown density at or over0.2.Statistically recorded, as of the end of2012, Guangdong forestland totaled10,972,000ha,61.07%of the land area of the whole province and0.11ha per capita, only a half of thenational average. Such anxiety arose that forestland in Guangdong kept shrinking in2011and2012.The reason are as follows. Recent years, with the deepening of China’s reform andopen-up policy, especially the implementation of national strategy of expanding domesticdemand, more and more railways, expressways construction were embarked, in plus toGuangdong’s Duo-Transfer strategy (namely, industry transfer and labor transfer), whichbrings large amount of labor-intensive industry transferred to east and west part as well asnorth mountain area of Guangdong. As a result, economy develop zone, transferred industrypark established everywhere, construction land continues expanding. In Guangdong, arableland is precious and contradiction between dense population and limited land became veryserious. The requisition-compensation balance scheme put forward by the provincialgovernment, was concerned with development of mountain slope areas, and business of alltrades and professions were pursuing land from the mountain areas, resulting in the everrising area of expropriated forestland. Since2009, annual expropriated forestland hit10,000ha. or so and the year2010witnessed13,500ha expropriation of forestland. All these broughturgent pressure on forestland protection.To carry out the central government’s spirit on forestland protection, Guangdong shouldtake necessary measures to conduct forestland protection, make reasonable and economic useof forest resources and build a well-being ecological circumstance mainstayed by forest tosupport the sustainable social-economy development of Guangdong province.Taking the forestland protection of Guangdong province as the object of study, thisarticle uses various theories such as public management, ecological equilibrium, and economic man, etc, analyzes the related policies of forest land protection to find out theexisting problems, and boils down to6points of suggestion in this regard as follows: toimprove the public’s awareness of forestland’s importance; to plan land use sensibly andeconomically; to enlarge input to forestry and expand forest areas; to strengthenadministration on expropriation of forestland; to beef up monitoring and fight against illegalcutting or deforestation; to upgrade forest management and forest quality.
