Recently, Chinesegovernment will high-end equipment manufacturing industry listed as "seven bigstrategic emerging industry", hope one of the equipment manufacturing industry foreconomic growth to provide a more solid foundation, liaoning has also put forwardrelevant policies and measures, in the hope that the local equipment manufacturingindustry for the regional economic prosperity to provide continuous power.This paper from the theory of industrial cluster and the theory of global valuechain theory from the perspective of globalization carding, and from the perspectiveof global value chain of liaoning equipment manufacturing industry cluster based onthe relative position, constructing the global value chain the industrial clusterupgrading path model, analysis of various elements and its operating mechanism.Industrial cluster is put forward by the upgrade of cluster innovation and clusterlearning, global value chain embedding, social capital and industrial cluster toupgrade to guide public policy the result of joint action.
