Manufacturing industry has made tremendous contributions to the local economy for a long time,such as resolving the problem of employment and stimulating GDP growth.However, Manufacturing industry clusters in our country has been in low-end of global value chains in the long-term and risk-resistance capability is weak because of high foreign dependence. In the context of the global economic crisis, manufacturing industry clusters suffered heavy losses, what is more, many of them have emerged recession or even stagnation.Therefore, in order to ensure manufacturing cluster intensive and sustainable development, manufacturing industry cluster should actively rise to the high global value chain and continuously increased industrial added value so as to upgrade in the global value chain.The research in this article is mainly from the following areas:firstly analyzes related theory about industrial clusters and global value chains; suming up the current status and difficulties of manufacturing industry clusters;using the global value chain theory to illustrate the upgrade path of manufacturing industry clusters;comparing to the successful experience of manufacturing industry cluster development at home and abroad, founding that its success because of follow areas: government's policies and regulations,institutional improvement and innovation in the platform to build enterprise absolute advantage,innovation ability and the cultivation of independent brands and trade associations such as the coordination of orientation. Learning from these successful experiences and combining with the actual situation of manufacturing industry cluster in ourcountry, some countermeasures and suggestions constraints are put forward to upgrade manufacturing industry clustert.
