| Productive service industry is one of the industries which maintain the fastest growth rate in the western developed economies, and even becomes the pillar industry in many developed countries. Its impact on developing countries has also been increasingly emerging. As the central city in northeastern China, as well as the most representative old industrial city in the country, Shenyang has to face the question of how to develop productive service industry and further improve the city’s comprehensive competitiveness to realize the rejuvenation of the old industrial base.Through the unceasing endeavor in the11th Five-year period, Shenyang achieved fast development in productive service industry, such as the finance and insurance, modern logistics, commercial service, technology and information. Meanwhile, the polycentric governance subjects, including the government, the market and the third department and so on, still have the problem of absence, offside, invalidity and underplay in the governance of productive service industry. This essay discusses the present situation and development trend of Shenyang’s governance of productive service industry on the basis of systematic research at first, and then further analyses the existing problems in the governance of productive service industry by adopting Ostrom’s Polycentric Theory and uncovers a series of potential problems. Then it makes a deep analysis on the reasons for the problems. At last, it puts forward suggestions for the improvement of polycentric governance of Shenyang’s productive service industry involving the government, the market, the association, the public and other subjects. It can be concluded that the development of productive service industry will become a significant impetus for the improvement of Shenyang’s competitive advantage, and will be of great importance for the transformation of Shenyang’s economic development pattern and the enhancement of the city’s function. |
