The Research On Polycentric Governance Of Modern Service Industry In Fushun

Modern service industry is produced in the developed stages of industrialization, which is mainly relying on development of information technology and modern management and intensive information and knowledge. It is important index of measuring of a country, a region, a city international competitiveness and industry development level that the level of developing of modern service industry. It is necessary for insisting scientific development to speed up developing modern service industry. It is very important to promote economic growth, optimize the industrial structure, improve the competitiveness of the industry, expand employment, improve people's living standard and increase the local finance income that developing the modern service industry vigorously. It is very urgent to promote the development of the modern service industry actively. It is always the main topic of what the home and abroad scholar study, that how to take the advantage to deal with the relationship between government and market, government and citizen society, market and civil society during the development of the modern service industry.Polycentric governance theory is a new theory of Public Management Research, which is different from theory of bureaucracy in the public affairs governance logic. It has the great advantage in solving the social problems. The most prominent feature the Polycentric governance Society has is that Government, market, citizen society multivariate relations differentiation. Management is to form a benign operation network system, finding the role positioning of the relationship.This thesis investigates and analysis deeply on the modern service industry's management, based on the current development of service industry in Fushun. By researching, there are some problems in the management of modern service industry in Fushun, such as lack of policy support, unscientific internal structure, not outstanding characteristics, less attention to management and service. Also, Fushun philanthropic philosophy is not mature enough, development of intermediary organizations is uneven and awareness of civil society participation in governance are generally not high.This thesis analysis the current situation and existing problems of the government in promoting modern service industry synthetically, using the Multi-agency management theory, to solve the problems. And it has achieved initial results. Also this thesis analysis the problem of modern service industry management in Fushun through the market mechanism, software and hardware environment construction, level of public service, the government in the market in the transformation of functions. From the Government, the market and the multi-city principal, this thesis is exploring three aspects and governance recommendations targeted in order to provide information for policy formulation. So that, the government could take the advantage of region characteristic to perfect polycentric governance of the modern service industry and achieve leap-forward development of the service sector in Fushun city.
