At present, China is in the middle phase of industrialization. As the international manufacturing industrial base, the manufacturing confronted with such outstanding problems as:extensive growth mode, lacking in self-renovation capability, infirm ability to expand overseas, is in the critical period of transition. It’s urgent to optimize the structure of production take a new road to industrialization. Producer services is significant to moving up manufacturing productivity, improving industrial chain, increasing scientific and technological information content.This article based on the analysis of industry correlation, discusses development and present status of Productive Service in Hebei that being in the middle phase of industrialization, and general rule of industry correlation. The target is to scientific basis for Hebei’s industrial structure adjustment and optimization of structure, help Heibei Province to improve industrial competitiveness and change the way of economic development, add and rich the content and system of China’s Productive Service。At first, the background and significance of selecting the topic, research contents, technical route, the definition of Productive Service, the research progress within China and Abroad has been introduced.Secondly, from the study of the stage of economic development, it comes to conclusion that Hebei is in the critical period to make use of productive service to promote New-type industrialization; from the study of lengthways evolution, find problems in industrial structure. Through horizontal comparative among provinces, judge the nationwide position of Hebei’s Productive Service, thus attain the conclusion that there is necessity for Hebei to develop Productive Service.Thirdly, by input-output method, the analysis of intermediate demand of Hebei’s Productive Service demonstrates that for different industry, the degree of requirement of productivie services and it’s business line varies. Analysis indicates, Productive Service is chiefly the secondary industry in Hebei, especially the services provided in manufacturing industry. As the promotion of industrialization process, for service industry.the Hierarchy of Need of Productive Service has been increased.Fourthly, the study on the productivity effect of manufacturing caused by productive Service, showes that to different manufacturing departments, all kinds of service departments have different effect.For financial circles capital manufacturing industry is affected most of all, and followed by technical manufacturing industry. This illustrates that currently Hebei manufacturing has been increasing demands for technique, knowledge and information content. Meanwhile, in the process of integrating technology into manufacture, the requirement of financing and Risk Management has also increased. The influence of technology service is not apparent to three kinds of manufacturing, indicating that Hebei manufacturing is still in a stage with low content of technology, lacking of in-depth processing for product, and extensive mode of production. During the process of product R&D and designing, high technology industry has great demand for bulk information, technical support. But at present, in Hebei, the development level of Scientific Research Institution and technical development department is still low. Thus it has large inhibition to the development speed for the whole high and new manufacturing industry of Hebei.
