Study Of Fiscal Policy Of Low-carbon Economy In Dongguan

Nowadays, Global warming threatens human survival and development. Meanwhile,the main environmental problem caused by the rapid growth of global population andeconomic scale is the global climate deterioration. In this new situation of the times,the"Low-carbon economy, low-carbon technologies, low-carbon lifestyle” and other newconcepts were emerged.Although the “Low-carbon economy” concept was proposed by British since2003,and relevant technology and policies are constantly emerging. The relevant systemreform must be based on China’s actual demand, and the low-carbon Economicdevelopment model should be established according with China’s actual conditions.In the research of this paper, I will analyze the present situation of our country’s lowcarbon economy development, and find the related factors that angst low carboneconomic development in china’s current fiscal policy: Fiscal policy system is notcomplete; the government’s investment is not enough and low efficient; Thegovernment’s purchase system needs to improve; tax policy pollution levy system isUnreasonable; Lack of complete, effective and incentive mechanism and policy system.Secondly, I will analyze and summarize the developed countries’ fiscal policy andadvanced experience, propose and research china’s fiscal policy reform suggestions:Improve low carbon fiscal policy system, Increase financial investment, support lowcarbon economic development, Set up government low carbon procurement systems, andso on. All above measures is positive for the development of low-carbon economy.Finally, due to the limited personal ability and insufficient related data, there are stillmany shortcomings, such as most of the related factors are analyzed based on the surfaceof the problems and lack of effective analysis. I believe that related issues will get aperfect solution with the development of the theory of low-carbon economy and thewealth of practical experience in China.
