Study On The Expression Mechanism Of Farmers’ Interest In Rural Land Consolidation

As an important means of increasing effective arable land, improving the quality of cultivated land and the overall grain production capacity, land consolidation has made a significant contribution to realizing the dynamic balance of total cultivated land and increasing farmers’ income. However, more and more problems have been exposed in the process of the land consolidation project, such as unreasonable planning and design, poor engineering quality, non-standard capital use, unreasonable profit loss compensation, etc. The reasons why there are so many problems are various, but farmers’ subject status ignored in the project and lack of voice is the most fundamental one. Therefore, studying the farmers’ interest expression mechanism in land consolidation has important theoretical and practical significance.Pre-service plains engineering mode area and water networks polder engineering mode area in the major grain producing areas of Hubei province are selected as the study area. Based on the analysis of the farmers’interests appeal in rural land consolidation and their present interests expression mechanism, this paper reconstructs the farmers’ interests expression mechanism from interests expression subject, interests expression object and interests expression channel three aspects in rural land consolidation.The conclusions are as follows:(1)Farmers’participation in rural land consolidation is insufficient. Meanwhile, their rights do not get due protection. Most farmers (85.83%) know little about rural land consolidation, it means farmers’ right to know do not fully embody. The vast majority of farmers (more than90%) lack speaking right in each stage of land consolidation. Ordinary farmers simply cannot supervise the government and other relevant units.That is why farmers’rights and interests are damaged and their interests appeal can not be fully expressed.(2)Through descriptive analysis of farmers’ interests appeal in rural land consolidation, this paper finds that farmers in these two engineering mode areas have generally strong interests appeal. Farmers are especially not satisfied with present investment scope of land consolidation, land consolidation projects’quality, profit loss compensation and related staff’working attitude and way. Farmers’interests appeal in engineering measures’planning and layout also exist, but is not too intense. At the same time, the comparative study shows that there are no significant regional differences in farmers’interests appeal in the pre-service plains engineering mode area and the water networks polder engineering mode area. This paper analyzes the fuzzy comprehensive evaluation on the overall samples’interests appeal attitude toward rural land consolidation.The results show that farmers whose interests demand appeal "relatively strong"account for the most, at36.3%, farmers whose interests demand appeal "very strong" and very urgent account for13.4%,while only21.20%of them appeal "weaker" or "very weak".(3)Based on the current situation and existing problems of farmers’ interests expression mechanism in rural land consolidation. This paper refactors farmers’ interests expression mechanism. Different from the original interests expression mechanism, the new farmers’ interests expression mechanism is organized as follows:farmers’ organization is the interests expression subject; township government is the main interests expression object; the village committee is the main interests expression channel. Compared with the farmers’current choice of interests expression subject, farmers are more willing to choose farmers’ organization as interests expression subject in future. Therefore, it is quite urgent to set up an organization which can truly represent farmers’ interests and make it as farmers’ future interests expression subject. No matter now or in the future, farmers are at the nearest psychological distance and spatial distance with township government, so it seems very vital to change the township government staff’ work attitude and way, making the township government as the main interests expression object. The village committee is not only the most common interests expression channel farmers have used so far, but also the interests expression channel which most farmers would like to choose in the future. So the government should strengthen the village committee’s rural community autonomy management function, and weaken its administrative function. In addition, to make the farmers’ interests expression channel more unblocked in the future, it is quite important to constantly improve the grass-roots people’s congress system and political consultative system, reform and improve the reporting agencies and other interests expression channels.
