Study On Dynamic Mechanism Of Rural Homestead Replacemen

Central government has released the theme of" Central File No.1" for10years in a row about "three rural issues", but it is the profound reason which related to the institutional arrangements of land rights and interests. On one hand, it causes a huge difference between the land rights and interests on farmers. On the other hand, the urbanization rate of our country gradually increases, but the rural construction land area especially land area, not as the rural population to reduce, is increased. At present, the problem of overweight, one more cartilage, scattered layout in our country rural land area is very serious. Innovation the use system of countryside homestead is great significant for protecting the legitimate rights and interests of farmers, manifesting the land capital, increasing property income. It is also the inevitable requirement for relieving the contradictions of land for urban and rural development. The core of institutional reform is based on humanist, and respects the farmers’willingness and gives first priority to safeguard the rights and interests of farmers during the rural homestead replacement.From the perspective of farmers, this thesis revolves around the theme of the rural homestead replacement, analyzes theoretically the rural homestead replacement internal motivation and external motivation. On the basis of investigation in the survey data in Ezhou city, Honghu city and Zhongxiang city in Hubei province and the empirical analysis, this thesis analyzes the internal and external influence factors influencing peasant household behavior of decision-making. Finally it puts forward the institutional construction and policy suggestions to promote the rural homestead replacement on the basis of theoretical research and investigation analysis. The main conclusions from this thesis are made as follows:According to a source of power, this thesis divides rural homestead replacement dynamic mechanism into internal dynamic mechanism m and external dynamic mechanism. The internal dynamic mechanism of rural homestead replacement includes the farmers involved in land back internal process of dynamic interactions between the constituent elements and its mechanism and methods. The internal dynamic mechanisms are mainly made up of farmers’ individual factors and the resources endowment of farm households. The dynamic mechanism is back out of various external dynamic structural elements and their interaction mechanism between the other factors. The external dynamic mechanism mainly includes institutional factors, economic factors and environmental factors.Through investigation in Ezhou city, Honghu city and Zhongxiang city, The internal significant factors are age, qualifications, contracted land area, the original land area, the demand of the new house by using Logistic model. The largest influence coefficient of those factors is contracted land area, followed by householders’ age, educational background and new housing demand. External dynamic mechanism included cost of obtaining new house, increasing living cost, public service facilities of new residences, farming distance, infrastructure of new residences, traffic condition of new residences and soft environment of new residences. The largest influence coefficient is traffic condition of new residences and cost of obtaining new house, followed by public service facilities of new residences, infrastructure of new residences and soft environment of new residences.
