Research On Protection Mechanism Of Farmers’ Welfare In Rural Homestead Replacement

In 21th Century, industrialization and urbanization has become high tune of China’s rapid development, however, the urbanization still faces many deep-seated problems.Among them,as the basic element of promoting and realizing"four modernization",the urban and rural development has been restricted by construction land with an abnormal expansion trend. With the aim to achieve the optimal allocation of urban and rural construction land, the localities have set off the policy that links the increase in land used for urban construction with the decrease in land used for rural construction land, and homestead replacement has also largely restrained the expansion trend of urban and rural construction land.However, the unsound mechanism of homestead replacement caused farmers’ low enthusiasm, and frequently damaged farmers’ interests, completely violated the "people-centered".Therefore,a new mechanism of homestead replacement should be built that respect farmers’ willingness and improve the level of farmers’ welfare.Currently,the systematization of academic research on the homestead replacement is on the way,which is related to the mode, benefit, satisfaction, welfare,allocation and compensation of increment revenue,protection of farmers’ rights and interests.Yet, the miss of mechanism that effectively promote homestead replacement, can not deeply consider the feasibility and rationality of homestead replacement.Therefore, this paper wants to explore a direction of reform of homestead replacement mechanism about governmental behaviors and policies through the perspective of farmers’ welfare.The vein mainly includes four lines:(1) based on the theory of capability approach, set up the functional activities about homestead replacement to measure farmers’ welfare according to the characteristics of farmers;(2) quantitatively analyzes the reasons of farmers’ welfare change during homestead replacement;(3) analyzes the factors that affect farmers’ willingness of homestead replacement through the perspective of farmers’ welfare;(4) as the starting point that improve farmers’ welfare, combining with the analysis of homestead replacement farmers welfare change and farmers willingness to construct mechanism.The research conclusion is proposed:(1) 9 factors influence farmers’ welfare during homestead replacement:household income, pension and health insurance, security situation, infrastructure, housing area, housing quality, neighborhood relationship, participation in community affairs, jobs, and are positively correlated to farmers’ welfare level.During the process of homestead replacement, through former 9 aspects can enhance the welfare level of farmers.(2) 7 factors influence farmers’ willingness during homestead replacement:pension and medical insurance,basic living allowances, public services, greening environment, housing area, participation in community affairs, jobs, and are positively correlated to farmers’ willingness.Namely, the former 7 aspects can promote farmers to participate in the homestead replacement.(3) The basic starting point of the construction of homestead replacement mechanism is to promote the welfare level of the farmers, and the mechanism is focused on 4 aspects: social security, housing security, public participation, and employment security...
