Research On The Countermeasures Of Rural Homestead Right Circulation In Shishi City Based On Farmers’ Willingness

At present, China is in a rapid development stage of economic and urbanization, various construction needs a lot of land, Shishi is a small place with a large population and relatively little land, the urbanization rate is high, the demand for construction land is more prominent. How to solve the increasing demand for construction land become an urgent problem to break in the social development. To improve the configuration efficiency of rural land, especially the use efficiency of the rural homestead, has become an inevitable choice for us to solve the problem. Farmers as the direct user of rural homestead,their willingness of rural homestead allocation will directly affect the policy development of homestead allocation.Therefore, we must fully understand the farmers’ willingness of the transfer and the influencing factors.In this paper, To find out the countermeasures of rural homestead transfer that is suitable to Shishi City and improve the efficiency of rural land allocation,the auther sort out the present situation and the problem of homestead in Shishi City, fully understand the farmers’ willingness of allocation, draw on previous research results. First, the auther analyse the background and significance of the research, clarify the object of the research, and review the domestic and foreign homestead circulation system, feasibility study of homestead circulation and the farmers’ willingness of homestead circulation. secondly, The auther sort out the present situation and the existing problem of homestead in Shishi City basis on theory of farmer behavior, land property rights, institutional change, urban and rural development. Once again, based on the questionnaires and interviews, the auther find out the key factors that affecting farmers’ willingness of homestead circulation by statistical analysis. Finally, The auther provide the countermeasure and the suggestion of homestead circulation of Shishi City.Research shows that rural homestead circulation in Shishi City is rare, rental and sale is the basic form, and rental is the most common form; It is a common phenomenon that the homestead area exceed the standard, but the implementation of "one family one house" policy is well; Shishi farmers’ willingness of homestead circulation is not strong, only 35.57% farmers willing to transfer, the farmers’ willingness of homestead circulation is significantly influenced by the number of homestead owned by farmers, whether to buy housing in city, the population of family, housing construction and other 7 factors; Finally, To solve the contradiction between people and land in the urbanization process, The author suggest to promote a conditional circulation of rural homestead, gradually foster market of rural housing, and increase the social and housing security efforts, improve the planning, encourage the construction of centralized residential area,improve the efficiency of land use.
