| CDM projects should reduce greenhouse gas (GHG) emission and promote sustainable development of developing countries. Among sectors involved in CDM projects development, wind power sector has most developed CDM projects, most registered projects and most issued certified emission reductions. However, sustainable development contains environment, economy and social aspects, and GHG emission reduction is only one part of the environment goal. As a result, impact of CDM projects on sustainable development could not be assessed only with GHG emission reduction and whether wind power CDM has promoted sustainable development of China needs further consideration.In this paper, combing the relevant research literature, analysis of the development status and influencing factors of China’s wind power CDM projects, based on the use of multi-attribute evaluation method (Mata-CDM), to build China’s wind power CDM projects to sustainable development impact assessment model and measurements per annum over the period from2006to2012a total of115CDM projects registered in the provinces were evaluated. The results showed that the115projects to sustainable development affect the weighted score of0.043, indicating that more projects so far have minimal impact on the sustainable development in China. Taking into account the high investment and high operating costs of wind power resulting in lower yields, environmental pollution and ecological destruction of the improper selection of some of the projects to a certain extent, a long project cycle and capacity-building and other factors lead to project emission reductions issued than low, can not make the project to achieve the expected benefits, plus wind power operation scheduling restrictions limited role on wind power CDM projects on China’s sustainable development. This article put forward the following countermeasures recommendations:to further improve the efficiency of the wind farm, to increase the generating capacity; strengthen the capacity building of wind power CDM, improve the rate of project issued; strengthening wind power CDM project’s planning and choice of project site, to avoid causing ecological environment damage; and to be in strict accordance with the rules of the CDM projects, track its changes; always concerned about the changes in the international and domestic policies, and to promote the sustainable development in China. |
