It is not only beneficial to the central on speeding up the development along the mainline railway economic belt along the Yangtze river economic belt and the implementation of the strategy, but also positive to the formation of the Yangtze river economic belt and the rise of the central region. A series of problems have to be drawn high attention, as how to security infrastructure construction land, make overall planning and forecasting infrastructure land use scale, optimizing the allocation of land, make reasonable arrangement of the space layout, and to deal with the relationship between the cultivated land protection, save the use of land resources, based on the current and focus on the future.In this context, the Poyang Lake Ecological Economic Zone foundation facilities research has very important practical significance. In this paper, through a careful refer to the domestic and international relevant references, there is a detailed understanding of the foundation facilities research progress and the use of scientific research methods, which provides an important theoretical basis for this study. Combining with the the actual situation of the Poyang Lake Ecological Economic Zone, this paper draws lessons from the previous research achievements and the latest land resources survey and assessment results. First, it makes an in-depth investigation and analysis of the relationship between the infrastructure and economic development, resource development and the land use type, and make a scientific forecast and reasonable arrangement on the land scale, structure and layout of main transportation, energy, water conservancy construction projects in Poyang Lake Ecological Economic Zone, combining serious kinds of the infrastructure development present situation and the development plan. Then it puts forward a series of counter measures and suggestions for infrastructure construction land security, combining the principle of ecological protection, cultivated land protection and social economic benefit optimization, such as establishing the safeguard mechanism of the basic facilities, handling a good relationship between farmland protection and basic facilities land use, strengthening the development of land resources and supplying enough infrastructure land. This paper tries to be aimed at providing the reference for Poyang Lake Ecological Economic Zone land planning project establishment and relevant land planning and government decision-making.
