The Research On County Urban Residents Medical Insurance Implementation

China’s medical insurance system has been reformed for several times, but stillcannot solve the problem of "medical care ". The urban medical insurance system hasmade prominent achievements in protection of urban workers and residents to enjoymedical services. There are many problems in urban medical insurance system，including security level is not high and excessive growth of medical cost. This is theresult of "market failure" and the absence of government responsibility in the healthinsurance market. This article analyzes the current status and problems of China’sMedical insurance for urban residents. At the end of this paper， we put forward somepolicy recommendations to improve our urban medical insurance system. This paper’sresearch of the Medical insurance for urban residents has important theoretical valueand practical significance.This paper consists of five chapters. The first chapter is the introduction， itintroduces the research background and the purpose and significance of the research；the second chapter is the literature review， it mainly introduces the domestic andforeign scholars’ research in medical insurance “market failure”，medical expenditure，government intervention and other aspects of the medical insurance. Then it introducesthe medical insurance and government intervention theory， focuses on the analysis ofthe four mature modes of medical insurance system and their enlightenment. The fourthchapter introduces current status and problems of China’s urban medical insurancesystem and the absence of government responsibility. In the fifth chapter， we choseWuning County as an example and introduced this county the current situation andproblems of urban medical insurance. In the sixth chapter， it puts forward some policyrecommendations to improve our urban medical insurance system and the urban residentsmedical insurance of wuning County.
