China is a country of water shortage and water resources are unevenly distributed.The proportion of freshwater resources between the south and the north is4:1. China’s totalland resources are rich, but a lot of land resources are located in the north, the proportion ofland resources between the south and the north is3:4.Meanwhile, China has been less than10%of the world’s arable land to feed22%of the world’s population. Human survival anddevelopment can not be separated from the water and land resources, available land and waterresources in China are dwindling. In the case of shortage of water and land resources and thedistribution of water and land resources is seriously uncoordinated in China, how to maximizeand develop sustainably to exert the potential of land and water resources, directly related tothe major issues of social stability and development. While ensuring that the area of land andwater resources balance, to achieve Agricultural planting structure optimization andcoordinate development of economy and environment with water and land resources are alsoan important goal of sustainable development of agriculture.This article based on the related theories and principles of virtual water and land,took main agricultural products in South and North of China for example to analyze, studiedthe necessity and basic ways to implement the strategy of virtual water and land in South andNorth of China.Here introduced the concept of unbalance index in connection with the imbalance ofwater and land resources in the region, using unbalance index of virtual water and virtual landwith resources, environmental, economic factors to measure the level of the degree ofdifference in a country or region within the virtual water resources, environment andeconomic development. By analysing the unbalance index of agricultural virtual water and land with the elements of eight major regions in China, to provide new ideas for studying thebalanced development between virtual water, virtual land and resources, environment,economic factors in the area.Based on the concept of virtual water and virtual land, and then gave rise to theconcept of agricultural virtual water production and agricultural virtual land production.Thereby avoiding the confusion of the notion of the virtual water and land content in thedescription effectively and providing the basis for measuring regional virtual water and landproduction more accuratly. At the same time, took the data of virtual water and virtual landproduction of agricultural and livestock in China from1997to2011for non-parametric testsand regression analysis. Which providing the quantitative methods to predict virtual land andwater production in the region, and measure regional virtual water and land resource securityof agricultural product.By taking the method of optimal allocation with virtual water production and virtualland production for regional agricultural planting structure adjustment, getting the biggestsavings within the region virtual water production and virtual land production. Through thisprinciple, agricultural planting structure optimization principles are established which werebased on the optimal allocation of virtual water production and virtual land production. Thispaper proposed the corresponding countermeasures of agricultural planting structureoptimization that combined Shaanxi Provincial agricultural planting structure, which based onthe security and harmony of water and land resources, sustainable and stable development ofagricultural production. Namely, to achieve the biggest savings of virtual water productionand virtual land production by priority to grow the agricultual product with lower content ofvirtual water and virtual land. Otherwise, some idea to comply the security and harmony ofwater and land resources, sustainable and stable development of agricultural production wasproposed by taking advantage of virtual water and land trade for alleviating the shortage ofwater resources within the region and meeting the diverse needs of local produce, thenvigorously developed the water-saving agriculture, agricultural industry with high utilizationefficiency of water and land resources and virtual water and virtual land agriculturalproduction with potential savings.
