Farmers are the most essential part of rural social economy. With the development ofrural economy and acceleration of urbanization, the farmers are not only limited to theagricultural production. The shift of rural labors from agriculture to non-agricultural sector,from the countryside to the city has become non-ignorable characteristics of rural economicdevelopment. The transfer of rural labor force is an inevitable result of agriculturalproductivity and farmers’ cultural quality improvement. And the effective capital support hassignificant effects on the quantity and quality of labor force shift. Therefore, it has importantsignificance to study the households borrowing behaviors in the process of labor transfer.Through the financial support from the rural financial institutions, it can promote the effectivetransfer of rural labor force and eventually increase the income of rural households.The article did the study on the basis of the investigation data of part-time ruralhouseholds in Yuanping,Shanxi. First of all, the article introduces the relevant literatures ofthe borrowing behaviors and the transfer of rural labor. Secondly, the article analyzes thecharacteristics of the existing borrowing behaviors and rural households’ borrowingwillingness from the borrowing rates,borrowing scale, source of borrowing and applicationsof borrowing. The basic conclusions of this part are as follows:the borrowing behaviors ofrural households are common, the borrowing scale is large, the borrowing purposes has beenshifting from the living consumption to non-agricultural production, the borrowing behaviorof rural households are not standard. Then the article analyzes the factors which influence theborrowing behaviors of rural households by Binary Logistic model. The conclusions are asfollows:family income, the main source of income and the satisfaction of credit policy hassignificant effect on borrowing behaviors, the age, family income, the main source of incomeand the satisfaction of credit policy have significant influence on loans from the formalfinancial institutions, rural households’ education level, knowledge and satisfaction of creditpolicy have significant effect on households’ borrowing willingness in the future. At last,combined with the research results of this article, several relative policy proposals are put forward.Escaping from the category of traditional rural households, the article choose part-timerural households as subjects. On the basis of the transfer of rural labor force, the articlestudies the borrowing behaviors of part-time rural households to find out the specialborrowing characteristics and loan demands of part-time rural households from the traditionalhouseholds, for example, the borrowing willingness of part-time rural households has beenweakened, borrowing scale is large and has been expanding, the borrowing duration has beenshifting from short-term to long-term. The study on the factors which effect the borrowingbehaviors of part-time rural households has indicated that the concurrent business behaviorhas significant effect on the private borrowing behaviors and the loan from the formalfinancial institutions. From this, the article puts forward the corresponding countermeasuresand suggestions in order to provide reference for solving the financing difficulty of part-timerural households and for rural financial system reform.
