In addition, with the continuous development of the social economy in Hainan, energy shortages are more and more prominent. Therefore, Development of solar, wind, biomass and other new energy industry, not only can increase the energy supply, but also can adjust the energy consumption structure in Hainan, To achieve social and economic growth. But, Due to investment in new energy industry the main single, financing channels narrow, these seriously hampered the development of new energy industry in Hainan, setting up New Energy Industrial Investment Fund in Hainan, funding problems can be solved to some extent, and give new energy industry management and technical support, promote the further development of new energy industry in Hainan.In this paper, using the normative analysis, research on development of the industry investment fund of Hainan province, on the basis of the domestic and foreign new energy industry as well as industry investment fund. First of all, introduced the new energy industry development in Hainan Province and the status of the investment and financing, pointed out that the establishment of a new energy industry investment funds can not only increase the supply of funds for new energy industry, breaking the bottleneck in the development of new energy industry; but also can improve the management level of enterprises.
