Construction Of Assessment Index System Of Sustainable Development Of Hainan Tropical Tourism

It is an effective method of quantitative measurement the tourism sustainable development degree through constructing the Assessment Index System. There are several controversial issues surrounding the Index System, some of which including: no integrated influencing mechanism analysis for the index system, no explanation for the index selection and no detailed scoring standard of index. Based on the background above, this paper will critically evaluate the construction of Hainan tropical forest tourism sustainable development evaluation Index System, meanwhile, the Hainan tropical forest tourism development situation will be combined through theoretical research and positive research to fill up the blank in the previous studies.The theoretical research including the construction of framework, selection of the indexes, determination the index weight and comprehensive evaluation of the index system. To construct the system framework, this paper directed against the characteristics of Hainan tropical forests, on the basis of relevant theories, regarded the tourism system of Hainan tropical forests as society-economy-resources-environment compound ecosystem, analysed the structure factors and influence mechanism; build the framework of the index system by the society-economy-resources-environment. To select the indexes, high frequency indexes from previous studies are used for reference. Meanwhile, it is crucial to consider the following factors:the characteristics of tropical forests in Hainan, the relationships among the various stakeholders, the relationship between development and protection, the requirements of indexes are easy to quantify. Finally, by means of three rounds of the Delphi method and analytic hierarchy process to filter the indicators to determine a target layer,4system level,11state layers and40indexes consisting of tropical forest in Hainan tourism sustainable development evaluation index system. To determine the index weight, through the combination of Delphi Method (DM) and Analytic Hierarchy Process (AHP).To evaluated the index system, according to the development status and legal regulations to make the Index quantification criteria and the Index threshold criteria. Comprehensive Assessment Method (CAM) is used to calculate the status quo evaluation value and the Threshold Value. To measure which stage of the sustainable development of tourism by comparing the two values.In terms of empirical research, it is based on the evaluation index system to build on DiaoLuo Mount (DLM) tropical forest tourist area for empirical research. From the target layer, system layer, the perspective of the state and indicators layers carried on the DLM sustainable development evaluation. It is showed that the status quo evaluation value of DLM is68.59; the means is DLM t in the preliminary stage of sustainable development. Economy, society, resources, environment subsystems scores were:2.50,11.25,21.85,31.99; threshold evaluation value:-2.31,0.50,4.77,-5.38. Therefore, the resources and society subsystem are promoter systems, the environment and economy system are limitation system. From the angle of time, it shows that DLM is in the preliminary stage of sustainable development. From the angle of vantage, DLM has abundant tourism resources and the excellent environmental factors. From the angle of disadvantage, it shows that the economic benefit is too low; it is not enough to protect tourism environment; there is lack of tourism soft and hard environment constructions. From the angle of gradation, it shows that there are still two stages to achieve the sustainable development of tourism targets. According to the current situation of the development in DLM to puts forward the development countermeasures. Through empirical research results confirm that the index system of tropical forest tourism sustainable development of the relevance and feasibility.There are several innovative points of this paper, including analysed the integrated influencing mechanism for the Index System, build the society-economy-resources-environment as the framework of the Index System; considered the influence factors of indexes, explained the meaning of the indexes, set the threshold criteria as a reference to evaluate Hainan tropical forests tourism sustainable development degree and through the practice study to verify the pertinence and applicability. The results showed that the Index System can measure the degree of tourism sustainable development; moreover, it has the theoretical and practical guiding significance.
