Industrial clusters has become a worldwide economic phenomenon in the context of economic globalization and the knowledge economy, promote regional economic and industrial development of a strong driving force. Both in developed and developing countries have a competitive advantage in the industry, often manifested obvious regional characteristics of the phenomenon of industrial clusters. Natural rubber industry has become the leading industries of the Xishuang Banna agriculture is an important support for its economic development. But the Xishuang Banna natural rubber industry chain is shorter, economic efficiency is not high, the potential industrial advantages did not give full play, to some extent, restricted the sustainable economic development in Xishuang Banna. Therefore, study on the natural rubber industry issues from the perspective of cluster, helps to co-ordinate the coordinated development of the economy of Xishuang Banna and provide some references for better development, construction and consolidating the frontier in the new period.The method of this paper and reads are as follows:first, based on large amounts of data and literature, from the point of view of industrial economics, regional economics, development economics, economic geography and many other disciplines, discuss and analysis the basic concepts of industrial clusters, category, the formation mechanism, the effect of industrial cluster to regional economic growth and its mechanism; Second, based on the above theory, the natural rubber industry cluster was defined and its features was also analysed, introduced the Xishuang Banna natural rubber industry cluster development profile and its formation mechanism, from the point of view of the life cycle theory reveals the stage of development of the cluster and put forward some problems existing in its development; Third, using location quotient to measure the agglomeration degree of the cluster, and through multiple linear regression, inspected the corresponding data from1995to2010of the rubber industry verified the effect of industrial cluster to regional economic growth; Fourth, based on the above analysis, combined with the actual situation of the cluster, put forward some corresponding countermeasures and suggestions for the development of in Xishuang Banna natural rubber industry.Through the research, the main conclusions:first, Xishuang Banna rubber industry cluster is still in the forming stage, the enterprise itself and its environment and the function of government all have many problems. Second, we can see through the determination of the degree of industrial agglomeration, the rubber industry in Xishuang Banna showing a very obvious agglomeration, can be said that it is one of the local pillar industries. Third, by multiple linear regression analysis to understand the effect of Xishuang Banna, natural rubber yield changes on local economic growth significantly, elasticity coefficient reached0.201, indicating that the improvement of cluster output on the role of regional economic growth is very clear; agglomeration index and GDP per capita were significant positive correlation, and the coefficient of elasticity is0.105, which means that the increase of the degree of industrial agglomeration to some extent, help to promote the growth of the regional economy.More departments and industry chains are involved in the system of the natural rubber industry cluster, because the relevant data are difficult to obtain and the author’s ability is insufficient, the theoretical depth of this article may be lacking. So, many factors that impact on regional economic growth in the cluster are to be further explored in the future.
