All of the initiatives guarantee of the effectivesupervision and efficient services for enterprises. At the same time, According to thecharacteristics of the region, The customs try to practice. The representative modelsinclude: Nanjing customs " law-abiding facilitate customs clearance " mode; Qingdaocustoms " Trade compliance management " mode; Shenzhen customs " Enterprisecredit registration and management " mode. But the establishment of the partnershipbetween customs and enterprise has not completely implemented. It has a goodappearance only. In terms of Customs, the difficultiesinclude the lack of unified understanding, the lack of legal and institutional guarantee,and lack of management resources. In terms of enterprises, the difficulties include lowenthusiasm, the difficult of information acquisition, higher risk in business risk. And in terms of the external environment, the port management system is not smooth, andautonomous ability of industry is weak. On this basis, the author analyzes the causesof the difficulties from two aspects of customs and enterprise.In order to improve the partnership between China Customs and enterprises, theauthor uses the foreign customs practices for reference, including the World CustomsOrganization AEO system; the United States Customs " Customs—Trade PartnershipAgainst Terrorism "; the European Union and Holland customs " Compact " mode; theAustralian Customs the " CUSTOMER ORIENTATION " strategy.Through the analysis of the characteristics of experience in the establishment ofthe partnership between overseas customs and enterprise, the author puts forward theconcrete measures. In order to effectively promote the establishment of thepartnership, customs should follow the principles of accountability, equality, andvoluntary. And it is the specific measures to standardize enterprise behavior toestablish evaluation index system, design with the customer as the center of theincentive mechanism, clear departmental responsibilities to form law-abidingmanagement force, encourage enterprise to actively participate in the establishment,optimize the external environment of construction.
