Research On Partnership Between Customs And Enterprises

As early as2002, by the proposal of "Service Customs", China’s Customs first precisely proposed to establish partnership with relative management personnel. Since then, customs carried out lots of nation-wide practices, but the results achieved were not satisfactory. Some customs still hold inherent in the thoughts of "official position", lack of substantive content when building partnerships with corporations; in result, it turns such partnership into a "display". Some customs blindly trust in corporations, pursue one-sided "service", and build the so-called "partnership" beyond their own regulatory capacity, which lead to weakening of its own supervision and loss of national interests.This essay focuses on eliberating the concept of "partnership". By comparing the practices of building customs-corporation partnership both home and abroad, the essay summarizes the main problem of the customs-corporation partnership in China, and on this basis, it proposes the mode for future partnership establishment. The essay starts from analyzing the concept of partnership, emphasizes three main characteristics of customs-corporation partnership, and thus sums up the contents of partnership. On the basis of concept analyze, it studies the main relationships and differences between customs home and abroad, highlighting current situation of China’s customs-corporation partnership. And then, the essay analyses three main problems of current customs-corporation partnership in depth, including lack of overall design, lack of acknowledgement, and not paying enough attention to realities. According to these problems, the essay proposes the design for future mode of customs-corporation partnerships from the following aspects:to establish standard frameworks, to identify partners, to make clear rights and obligations, and to improve cooperation mechanism.The essay believes that inequality between the partnerships, customs always being the dominant party and the existence of the partnership are based on the fact that customs properly performs its duty as a precondition, but inequality does not exclude the "balance". On mutual trust, as well as needs by each side, the two could reach a balance by making clear rights and obligation, in order to achieve a win-win. The establishment of customs-corporation partnership must rely on the objective conditions, neither discourage nor impetuosity. To promote the safety and convenience of foreign trade, is the conjunction of interests from both sides of partnership. To realize the breakthrough of customs-corporation partnership eventually relies on the progress of customs’ modernization, especially in the regulatory capacity of risk management. Therefore, currently, it is important to focus on concept and system framework analyze when studying the partnership, as well as to choose a beneficial method to establish the partnership.
