Research On New Rural Community Construction In The Process Of Urban And Rural Integration In Xinxiang County

Accelerating the construction of new socialist countryside is a significant strategicdecision in the process of modernization in our country. There are two important aspects inthe process of accelerating the modernization, namely: the promotion of the urban-ruralintegration and the new rural construction. The new pattern of urban-rural integration callsfor the comprehensive acceleration of the new rural construction, while the latter serves asan important way to push forward the former. Both of them complement and promote eachother. Since the reform and opening up, we have put much effort on rural construction. Butseveral problems haven’t been thoroughly solved, such as the primitive agriculturalproduction, the poor life of the farmers, the poor rural environment, and the urban-ruraldual structure. The development of rural infrastructure construction and public service inour country is relatively laggard, and we haven’t achieved the urban-rural integration ofinfrastructure construction and public services, which to some extent has influenced theprocess of modernization in our country.Xinxiang City starts early in new rural construction. Since2006, Xinxiang City hasexplored the overall urban-rural development and the construction of new rural community.It has gradually formed its own thought, and stepped on a practical path which is differentfrom other areas. Xinxiang County is a suburban county with a good industrial base. Since2006, Xinxiang County has practiced the new rural construction and the overall urban-ruraldevelopment. During more than five years’ exploration, Xinxiang County has made someachievements in the overall urban-rural development and the coordinated development ofindustrialization, urbanization and agricultural modernization. It is the national experimentcounty of rural community construction, the model county of new rural construction ofHenan province, and is the major part of the experimental areas of the overall urban-ruraldevelopment in Xinxiang. The research on the practice and experience of new ruralconstruction in Xinxiang County in recent years, has a typical significance for solving suchproblems as how to build new countryside and build what kind of new countryside duringthe twelfth five-year plan.Based on the domestic and abroad experience of new rural construction, takingXinxiang County for an example, this thesis will analyze new rural construction ofXinxiang County, on the phenomenon of dual structure in the existing industrial, urban andmanagement system, and under the social background of the great promotion ofurban-rural development and the realization of urban-rural integration. This thesis isdivided into six chapters: Chapter one firstly puts forward the background, purpose andsignificance of the topic, the domestic and abroad research review, and the major researchcontent and the technical route; Chapter two mainly elaborates the related theory of new rural community construction, including the development of China’s countryside,urban-rural integration and the theory of new rural construction; Chapter three mainlydiscusses “new village movement” in South Korea,“village building movement” in Japanand the new rural construction in the east of China; Chapter four focuses on the problemsexisting in the process of new rural construction in Xinxiang County; Chapter five putsforward some suggestions for the future development direction and key construction ofnew rural construction in Xinxiang County; Chapter six summarizes the paper’s point ofview.
