Study On Development Of Coordinating Urban-Rural In Xinxiang County Henan Province

The report of16th National Congress of the CPC pointed out that, the fundamental solution to theChina’s problem of “Farmers, Rural Areas, Agriculture Production” is to balancing the urban and ruraleconomic and social development. To balancing the urban and rural economic and social developmentin accordance with the requirements of the development of the socialist market economy, it is requiredto change the dual social structure that caused the different ruling systems in cities and countrysides, toperform a overall, strategic adjustment to the relationship of workers and peasants, the relationship ofurban and rural areas and the overall developmental model of the national economy, to establish anintegrated management system and mechanism for urban and rural areas. Xinxiang County is animportant suburban county with a good economic basis and a fast developmental speed. Since thereform and opening up, the economic development of Xinxiang County has made outstandingachievements, mainly showed as: a continued accelerated developmental pace of various economicindicators, a significant increase in the scale and strength of the whole economy; a solid foundation foragriculture, a higher level of industrialization; an obvious industrial development, which has a dominantposition in social development; a progress in scientific and technological innovation, and a thrivesocial undertakings. However, the integration levels of urban and rural development are still very low,and there is still a huge urban-rural gap.In the process of balancing the urban and rural development, the CPC committee and thegovernment of Xinxiang county clearly suggested a development principle for urban and ruralharmonious development, which is based on the construction of a new type of rural communities. Onthe basis of practice, a overall idea for a balanced urban and rural development gradually formed, whichis based on the construction of new rural communities, highlighting the urbanization, coordinatelypromote the industrialization and agricultural modernization, to make a great efforts for a path of newtype of industrialization, urbanization and agricultural modernization not at the expense of agricultureand the environment. The following measures have been taken: continue to strengthen the foundationalposition of agriculture; to develop the county economy and the construction of cities and towns;accelerate the pace of urbanization in rural areas; building the equalization of public services platform.Great achievements have been made in the past, but there are still some problems. Finally, the authorgave some suggestion for the resolving of these problems.
