The Current Situation And Suggestions Of The Development Of Agricultural Vocational Skills In Rural Human Resource Development

China is a big agricultural country, and agricultural industry is a basic industry of nationaleconomy development. The number of the farmers is large in national populations and the majorityof the populations in China are living in rural region; villages take a huge rate in social structures.From this point, agriculture, villages and farmers are the main issues in China, meanwhile tosustain and stable economy and society development will not depart from rural and agriculturaldevelopment in China. From an agricultural-based developing country, the strong country willresult from strong agriculture, and prosperous country results from rural prosper, further more richcountry results from farmer rich.Nationality quality is an important basic factor of national competence, and skill quality is animportant part of nationality quality. The number of the farmers’ population is largest and thecomprehensive quality is lowest. Farmer’s skills hold a very strong position in improving theoverall national quality. At present, in order to improve the quality of vocational skills of farmers,speeding up the development of modern agriculture and prospering rural economy, thedevelopment of rural human resource will be listed as priority among priorities in our country. Thedevelopment of agricultural vocational skill is the first task of the development of rural humanresources and is the scientific means of improving the overall quality of rural human resources.Therefore, using the development of agricultural vocational skill as the research object, and thenstudying its current situation and countermeasures, it will have important significance forimproving the employee’s vocational quality and skills level, accelerating the development of ruralhuman resources in our country, increasing the income of farmers and speeding up the constructionof socialist new countryside.This article regards Marx’s human resources theory, through extensive literature collection,theoretical research and collation and analysis of data, on the basis of absorption of existingresearch results, using case analysis and comparative analysis method, focusing on the combinationof experience and practice, qualitative research and quantitative research and the combination ofthe literature survey and literature induction. The main contents of research: First, it analyzed therelationship between rural human resources development and the development of agriculturalvocational skill, and pointed out that the development of agricultural vocational skill is the keyfactor which influences the development of rural human resources. Second, it deeply analyzed thepresent situation and existing problems of development of agricultural vocational skill, and itpointed out there are some problems, for example, lack of government investment, narrow range ofdevelopment, and appraisal ability lower. Third, through analysis of typical cases of thedevelopment of agricultural vocational skill of Beijing, Jiangxi and Sichuan provinces, it hassummarized their valuable experiences of the development of rural vocational skill. Finally, itanalyzed the development of agricultural vocational skill under the situation of “promoting the‘four synchronous’”,“the integration of urban and rural development”. Combining with my own work and learning from foreign advanced experience, puts forward suggestions on strengtheningthe development of agricultural vocational skill.
