Along with our country comprehensively deepen rural reform strategy continues to advance, more emphasis on quality benefit of agricultural production, science and technology human resources has become the important driving force of agricultural production level decision region. Technology, capital and other factors are to be expected solution, only the problem of human resources must be long and complex to be able to see the results, which is the key factor to determine its location, units and departments of development speed and scale benefit. In the face of development opportunities for countries proposed to deepen rural reform, our country agriculture to promote agriculture through science and technology as the fundamental way out for, insist on strengthening the agricultural science and technology talent team construction, technology driven the development of agriculture and rural economy under the real power, long jin. Henan is China’s most populous province, is a large agricultural province, Zhengzhou city as the capital of Henan Province, the urgent need to solve the existing problems in the development of rural scientific and technological talents. In this paper, combined with the number of rural labor force, low literacy of science and technology of the actual situation, learn from the developed countries in the world’s advanced experience and practice, to achieve effective integration of individual farmers to improve the quality and ability of regional economic development, to take the initiative in the market competition.This paper reviews the rural science and technology human resource structure of Zhengzhou City, in-depth analysis of the current situation of the training of the subject and object, content, time, cost and other aspects and problems, learn from developed countries mature approach, using the relevant theories of human resource development and management, in order to improve the quality of the effective combination of agricultural development and peasant as the main line, the important content the system optimization goal, optimization principles and concrete measures for the main body of research, has carried on the analysis to the Zhengzhou rural science and technology human resource development and management. Put forward ideas, increase policy support system, pay attention to training, and actively absorb the introduction, carry out special training, focus on learning talent and organization construction, puts forward some countermeasures to optimize the human resources management level of rural science and technology in Zhengzhou city from the perspective of practice.Through the research on the present situation of human resources in rural areas and Countermeasures of science and technology in Zhengzhou City, contribute to a profound understanding of the agricultural producers and scientific quality, culture level of development to promote the "three rural" work, improve the important role of China’s agricultural modernization, industrial revolution. And for the same type of provinces and regions to recognize the status of human resources of rural science and technology, provide a reference to improve the quality of rural human resources development in science and technology.
