The Research Model On Financing Decision Of Industrial Development District And Its Application

In this paper, I will give a brief overview of the domestic and foreign industrialdevelopment district financing modes and try to realize the innovation based on the heritage.And Analyse three main factors and the impact of industrial development which the newfinancing mode decides. Then I analyse the current financing mode of successfulimplementation case from the fiscal funds, bank loans, public-private cooperation business,stock market, debt and innovation of the six channels. Concrete analysis includes fourdimensions model definition, operation flow, application scope and model quality.Based on the fuzzy analytic hierarchy process (F-AHP), I build the industrial developmentdistrict financing decision-making model. Firstly, I analyze the financing decision of keyindustrial development district to form the hierarchical structure model. Secondly，I make thedefinition of fuzzy matrix index, and verify the consistency of complementary matrix. The thirdstep is that I determine the weight of each sub indicators relative to the main indicators by usingthe Delphi method, finally I make the comprehensive evaluation and optimization bycombining the management with the project cycle.The next step is that，I make the quantitative analysis about the best financing mode anddecide the financing decision priorities by take the early，middle and late alternative financingoptions into the construction of decision mode through the review of infrastructure investmentto the Binhai New Area development process.Finally, I draw a solution which the modeassesses in combination with the actual situation of coastal development and put forwards thesuggestion of the financing decision.
