Forestry as a basic industry of national economy and the social public welfare undertakings,it can produce economic, social, ecological, carbon sequestration, and cultural benefits for us.And the forestry development of12th five-year plan proposed forestry development strategy of perfecting forestry three big system, performing forestry four major mission, highlighting four position of forest and realizing five big functions of forestry.New forestry mission means new requirements to the forestry statistical information. The current forestry statistical survey is using comprehensive report system of project reporting, it’s inconsistencies of the statistical survey method system which using periodic survey as the basic method and using regular sampling surveys as the main method,it causes problems like the cycle of submitted is too long,timeliness is poor, statistical personnel professional quality is low,all these restricts the forestry statistical service in the new forestry development strategy.So,it will be more significant on practical to explore the forestry statistical investigation system which consistent with the actual.This paper usese spatial sampling theory and multi-subject sampling theory into forestry statistical survey,and from these aspects to redesign forestry statistical survey system. The forestry multi-subject survey system which based on spatial sampling theory consist of three aspects redesign:First,the redesign of forestry statistical survey standard system,it mainly includes to redefine spondents of forestry statistical survey,to redesign the index system of forestry statistical survey and put forward a idea of using a set of tebles to the forestry statistical survey system. Second, the redesign of forestry statistical survey operation and management system, the main idea of operation and management system redesign is independent, the forestry statistical survey institution independent of the forestry administrative institutions,make the forestry statistical investigation data operation mode which is include single stage summary, unified handling and released come true,if we do like these,it will reduce the cycle of the forestry statistical data submitted and published, eliminate the statistics for performance,and the function of information, consultation and supervision will do better. Third, the redesign of forestry statistical survey method system,this is the main and key research content.in this paper,we use multi-subject sampling theory for sample size calculation.use permanent random sampling theory for the layout of the sample points,and after the data collection, we use exploratory analysis theory to analysis of spatial data for seeking the attribute characteristics of spatial data,after that, on the basis of the "Trinity"theory using Sandwich spatial sampling model to infer the overall unit and using statistical interpolation theory to infer the sample cell which are not been investigated. On the basis of the forestry multi-subject survey system which based on spatial sampling theory,this paper use the31provinces’forestry statistical investigation data to put the new forestry statistical survey system into pratices,and it focuses on the practice of the forestry statistical survey method system.This paper select24provinces as the sample unit.Due to the less sample data, some statistical inference accuracy is low.But the forestry multi-subject survey system which based on spatial sampling theory is based on the basic forestry statistical investigations unit, actually the number of overall unit is very larger, it can ensure enough respondents into the sample,so,it can improve the accuracy of the new forestry statistical survey method system largely,and also can make sure the feasibility of the forestry multi-subject survey system which based on spatial sampling theory.
