Research On Sampling Survey Method Of Below-scale Service Industry Based On Double Sampling Fram

The Fifth Plenary Session of the 19 th CPC Central Committee clearly stated that accelerating the development of modern service industry,promoting the deep integration of modern service industry with various industries and promoting the digitalization of service industry will have a great impact on China’s development in the next five years.It plays an irreplaceable role in improving the social capacity and national strength of the service industry.The service industry below designated size is an important part of the service industry.Sampling survey of the service industry below designated size is an important means to understand the business situation and business environment of the service enterprises below designated size,which is helpful to dig into the development of the service industry below designated size and provide a strong reference for the formulation of macroeconomic policies.As early as the 20 th century,foreign countries began to investigate the service industry,while domestic ones started late.As an important part of the service industry,the following scale service industry has been continuously improved in theory and practice in China,but there are still some shortcomings: First,the overall indicators in the survey process are often not accurately known,and the overall situation can be calculated through the sample data,but the samples can’t be updated in time,resulting in insufficient representativeness of the samples,which can’t better show the overall characteristics and can’t meet the requirements of the statistical survey.How to improve the representativeness of samples is an urgent problem to be solved in the survey of service industries below designated size.Secondly,at present,the sampling frame of service industry below scale is mainly a single sampling frame.However,because the service industry below scale has the characteristics of rapid change and scattered distribution,the single sampling frame cannot completely cover all enterprises,and the sampling frame is unstable due to insufficient attention to the updating and maintenance of the sampling frame.Thirdly,the variance estimation of estimators is one of the important standards to measure the accuracy of estimators.The survey of service industries below the scale mainly adopts stratified,multi-stage and unequal probability(πPS method)sampling method proportional to the scale of enterprises,which requires the variance estimation method of complex sampling.Based on the above background,this paper puts forward that the sampling survey method of service industry under scale based on double sampling frame is the research core.The main contents are as follows: First,study the sampling survey manual of service industry under scale in representative countries,and know and master the latest international trends of service industry under scale in time,which will help to find out the shortcomings of the current sampling survey method of service industry under scale in China and adjust it.Secondly,according to the characteristics of the service industry below the scale,such as the rapid increase and disappearance,a double sampling frame which is in line with the actual situation is constructed,its necessity is demonstrated,the detailed construction rules are given,and the sampling process based on the double sampling frame is designed.Sampling box is the basis of sampling survey,and it is the most important step to construct a double sampling box based on directory box and regional box.Thirdly,the target estimator of service industry below scale based on double sampling frame is constructed.According to the variance estimation method of complex sampling and the complexity of the sampling process of service industry below scale,the variance is estimated by knife cutting method.At the beginning of the "14th Five-Year Plan",the development of China’s service industry has ushered in a brand-new period.The sustained high-speed growth keeps the service industry in the position of the largest industry,and at the same time,all trends will force the high-quality development of the service industry.Therefore,the statistical investigation related to the service industry is of great significance,and the improvement of statistical data quality and the improvement of statistical methods and systems have become the main goals.This paper takes the construction of double sampling frame as the core,starts from the research of service industry under scale,and on the basis of understanding the shortcomings of the sample survey of service industry under scale,elaborates the steps of constructing double sampling frame,estimation of target estimator and variance estimation.Through the simulation data,we demonstrate the sampling survey method of service industry under the scale based on double sampling frame.From the results,we can see that the construction of double sampling frame,the estimation of target estimator and its variance estimation can all provide solutions to the shortcomings of single sampling frame,and the estimation results have little difference with the actual situation.This paper is expected to improve the related statistical work of service industry,and provide valuable reference for theoretical research and practical work of statistical investigation of service industry below designated size.
