Research On Human Capital Of China International Service Trade Development Problem

This paper studies from the perspective of human capital development ofinternational trade in services which is a new perspective of trade theory. Humancapital is the foundation for the development of a country’s international service trade,which decided to develop height of an international service trade of our country. Atpresent, there are still some misunderstandings in the aspects of service and servicetrade development of our country, which restrict the development of China’sinternational trade in services. There also lacks of sufficient attention on talents in thedevelopment of the international trade in service which playing an important role inthe service industry, talent education, training and investment etc are obviouslylagging behind. The main purposes of this thesis are to improve the development ofservice trade theory, and pay attention to the cultivation and investment in the serviceindustry.In the view of world, the service trade has been rapid growth in a period of overthe past thirty years, especially since twenty-first Century, the growth rate are morethan that of goods, trade scale is expanding, at the same time, the structure are alsochanged. In our country, service trade import and export volume increased year byyear, but at the same time, the service trade deficit is expanding; service tradestructure imbalance, the proportion of knowledge-intensive service industry is smallin service trade, but the potential of development is huge.This paper defines the concept and features related to trade in services, focusingon the difference between the service and the service product. At present the morepopular productive service industry has been put forward the restriction of economicdevelopment. Secondly this paper describes the development of human capitalservices trade theory. On this basis, it analyzes the causes of international trade inservice according to the causes of trade in goods. The difference in human capital isthe key factor to form the international trade in services, and it plays a decisive role in the modern international trade in services.Then it analyses the present situation of China’s service trade sector humancapital, and points out the relative lack of advanced human capital. In the aspect of thequality of human capital, our country still has a gap with the developed countries.Therefore, we must pay attention to the cultivation of talents and investment in orderto improving the status of our deficit in international service trade.The paper analysis the importance of human capital investment from two aspectsof theory and practice significance, On this basis, it points out advise for the nationalnorms and develop service industry from the system and the social environment,increase education and training investment, standardize services certificationexamination system three aspects. Finally, it puts forward to ideas to improve theelements of human resources investment for the development of service industry.
