With the trend of globalization intensified, the volatility of consumerpreferences, the economical and technological environment become much moreviolent, technological innovation are increasingly required by the competition. Tocommit continuous technological innovation, companies have to continue to carry outtechnological learning, which promises to increase their technical capacity andproduction efficiency. It is proved that no matter how advanced these companies were,they could not survive and develop simply relying on their own resources to meet theneeds of the market. So to maintain their competitive advantages, these enterpriseshave to broaden their innovating ways by actively seeking external resources. Amonga set of methods that could support their development, they prefer to foundtechnological alliances. Although the number of alliances increases quickly, it doesnot guarantee the success rate of technical alliances. Empirical evidence shows thatnearly50%-60%of the Technology Alliance have failed.As for the technological learning, effectiveness is a key to measure the success ofthe technology alliance, in this article, the effect of technological learning, to studythe elements of technology alliances in favor of technological learning in order to setup for Chinese enterprises is conducive to its own technology alliance to providevaluable recommendations. Upon the summary of former researches, in this article,the elements of technological alliances, which affects technological learning, aredivided as common goals,efficient mechanisms of management, similar organizationculture and the advantages of their own resources. Based on the differences amongcontents and directions, technological learning is also divided as exploitative learningand explorative learning. At the same time, how these elements of technologicalalliances impact exploitative learning and explorative learning is analyzedtheoretically. Based on these analyses, empirical research models and hypotheses areset up. A method, which majors in a questionnaire-based investigation and uses conversations subordinately, is used to investigate147enterprises of Qingdao and thesurrounding areas. Among these questionnaires,124of them are valid. These validsurvey results are analyzed with SPSS statistical software. According to the results ofthe investigation and analyses, we draw several important conclusions of the study:Enterprises under the survey tend to have a good explorative learning outcomes,common goals, effective management mechanism, similar culture of the members ofthe union, as well as enterprises’ own advantages resources are conducive toexplorative learning. However, among these four elements, only effectivemanagement mechanism has a significantly positive correlation with exploitativelearning. At the same time, assumptions are confirmed: exploitative learning andexplorative learning have a significant positive correlation, that is to say the betterexplorative learning is,the better exploitative learning is, and vice versa. Based on theverified results, measures that may improve the effect of technological learningamong technological alliances are proposed: establishing a common goal withcorporate partners, establishing an effective management mechanism, seeking similarcultural elements, enhancing advantages in resources and promoting the collaborationbetween exploitative learning and explorative learning.
