In our country, state-owned enterprises play a very important role, it is the foundation ofnational political, economic and social stability. State-owned enterprises are the basis of ournational economy and the backbone force, no matter in the period of planned economy andmarket economy system, the state-owned enterprises not only has made the importantcontribution for the national economic development, but also a major social and politicalresponsibilities.Now, whether it is state-owned enterprises or small area belongs to state-ownedenterprises, competitive, dynamic, open state-owned enterprise image, we must further play astrategic role of state-owned enterprises, the first and foremost task is to construct a familiar withthe market economy, good at controlling the market rules, to meet the requirements of modernenterprise system in the state-owned enterprises management team. With a series of developmentto speed up the pace of construction, and the pressure of the transformation and upgrading ofindustrial structure, the state-owned enterprises participate in and promote the role is becomingincreasingly prominent, and further strengthen the imminent construction team belonged to theexecutives of state-owned enterprises. This requires the continuous improvement of state-ownedenterprises executive recruitment and performance evaluation. Research on human resourcemanagement based on competency model, to provide new ideas and methods for this work. Theestablishment of competence model, on the one hand to clear responsibilities and to effectivelyfulfill these duties, what are the requirements for staff; on the other hand, help to determine theemployees work tasks required qualifications for recruitment, training, assessment, staff and theoccupation development guidance.European and American companies began to practice for the competency model fromthe nineteen eighties, in staff recruitment, performance evaluation has many active exploration.A comprehensive study of the consolidation theory of competency model, personnel recruitmentand selection, performance evaluation, on the basis of state-owned enterprises executiverecruitment, performance appraisal empirical approach, combined with the reality, proposes thecompetency model belonged to the executives of state-owned enterprises, and the competentability model belonged to the executives of state-owned enterprises recruitment, performanceevaluation is put forward based on the optimization suggestion. Recruitment in the executive, from establishing professional teams, the implementation of more effective recruitmentinformation release, resume screening in the recruitment of the achievement of reasonableproportion were optimized; in the performance evaluation, to approach, from the evaluation ofthe performance of the executives of state-owned enterprises to formulate a unified districtdifferent category belongs to all state-owned enterprises, the establishment of a comprehensiveevaluation assessment index of optimization.
