Study On Operational Problems And Options Of New Rural Cooperative Medical System In China

Since new century, the Party and the government vigorously promote the rural medical security system, as the important content of new rural construction, new rural cooperative medical system has been implemented universally. However, the rural cooperative medical care system is in low degree, the management is relatively extensive, and its development is very unstable. All of these problems are aroused by the large population especially the large rural population in our country. Therefore, the effective carry-out of new rural cooperative medical system makes large contributions to the development of China’s rural economy and the stability of our society.Rural cooperative medical system has experienced several ups and downs since the establishment of it in the vast rural areas of China. And the theories on rural medical security studies mainly focus on:the performances and problems of new rural cooperative medical insurance system, the operational mechanism, the further improvement of new rural cooperative medical insurance system and other aspects, which are all characterized in combining of policies of the Party and government and paying attention to the process of rural society security, finding out problems, analyzing reasons, and putting forward policies and suggestions. These researches played an important role in guiding the reform and development of China’s rural medical security. However, these studies seem to have limitations in certain degree. Further research, supplement and development in new rural cooperative medical are necessary.This paper summarizes the experiences of rural cooperative medical in our country, combining the present situation, in view of problems of the new rural cooperative medical system in the process of implementation, analyzes the causes from three aspects such as farmers, government and the system itself, and learn from international rural medical security mode, in order to achieve sound and rapid development of new rural cooperative medical system and put forward the constructive suggestions and policies, including combination of "recessive" and "dominant" force, optimizing the allocation of medical resources to achieve the integration of the urban and the rural, advancing the basic drug system in rural medical institutions, popularizing "coinsurance" in larger range.
