The Development Research Of New Rural Cooperative Medical Care System Under The Perspective Of Overall Urban-rural

Realizing the goal of all citizens medical services, making them have the equality right of enjoying the medical insurance system and avoiding national’s extra worries of medical service, this is an important task of Improving the social security system and promote the building of a harmonious society. The new rural cooperative medical care system can be defined as a system organized, guided and supported by the government, farmers can voluntary choose whether to participate in it. It is financed by multi-party, includes the individual, collective and government, which mainly focuses on serious illness co-ordination, based on a principle of farmer mutual aid union. Since2003,the state attaches great importance to the reform of the health care system, and increased medical input into health services, to accelerate the pace of advancing the construction of new rural cooperative medical care system and urban residents basic medical insurance system, and in the institutional system, full coverage of the national medical insurance has achieved basically. And the new rural cooperative medical care system has also achieved some success. But in fact, some drawbacks that affect its sustainable development still exist, which is one of the important causes of the problem" medical treatment is difficult and expensive".The article is divided into six parts:First, the paper briefly state the background and significance, content and methods; Secondly, mainly introduces the theoretical basis for Medicare-related concepts and topics of this paper; Third, In the premise of the analysis the socio-economic status of new rural cooperative medical care system in Lijiang, analyse the operational status and empirical research and analysis of the system in lijiang, explore the problems in the process of their development; Fourth, evaluating the medical insurance system of other countries in the international and learn some advanced experience which suitable for our city’s development of new rural cooperative medical care system. In domestic, taking three typical patterns of the regions of Chongqing, Zhanjiang and Shenmu as examples, study the three patterns and draw experience and inspiration from the patterns, it’s important to guide the selection of development path of new rural cooperative medical care system.
