| Based on the analysis about the technological innovation management theory and the management practice in domestic well-known design enterprise groups, it is find that the research are less in the technology innovation management of the exploration&design enterprises group, design enterprises group lack of theoretical guidance and are in stages of self-exploration practice. The main problems of the exploration&design enterprises group are that the positioning and functions of the Technology Innovation Management is not clearly; Technological innovation management system is imperfect; there are less protection mechanisms; comprehensive research less and there are less resource sharing of the enterprises group; the technological innovation culture isn’t built up. In this paper, the goal of the Technology Innovation Management in Exploration&design enterprises Group is to create a management system that services for the Group’s strategic objectives,enhances innovation capability, shares scientific and technological resources and creates innovative environmental. The group control theory and technology innovation management theory is used, science and technology innovation management system is created based on the characteristics of the exploration&design enterprise.The management system involves the strategic planning, organizational settings, system security, resource protection, and other aspects.The common problems of the Technology Innovation Management in the Design Group also happen in HL Group. The report proposed to build a science and technology innovation management system. It contains the strategic management of technological innovation, technology management organizational structure and functions of the departments, the four platforms for the technology management and operation, management system, incentive and evaluation mechanism, the innovation culture.
