As the principal part of national strategic industry, national science technology enterprise leads to high-tech development and plays important role in national defense modernization and economy construction, technology innovation capacity level of which directly affects core competition strength of the State. Technology innovation management mechanism of national science technology enterprise is the system support for technology innovation capacity, innovation management performance level of which is proportional to degree of technology innovation capacity. Because both technology innovation management mechanisms of national defense science technology enterprises of China and Russia which are during transformation period simultaneously originate from same former Soviet Union, it is practical to obtain more referential values to technology innovation management mechanism reform of our national defense science technology enterprise by comparison research on technology innovation management mechanism of Sino-Russia national defense science technology enterprise. Therefore, it seems very urgent and necessary to learn from success of technology innovation management mechanism of Russia national defense science technology enterprise, absorb experiences and lessons from their reforms for our use, reconstruct reform mode of technology innovation management mechanism of our national defense science technology enterprise in new times, and thus promote the improvement of technology innovation capacity of our national defense science technology industry.This paper aims to carry out development research on management dimension of related innovation theories of Sino-Russia national defense innovation management mechanism.
