A Study On "the Stall Bank" Development

In recent years, China and Vietnam governments introduce a number of policies to support the development of Sino-Vietnamese border trade, so the Sino-Vietnamese border trade grow rapidly. Sustained and rapid development of the Sino-Vietnamese border trade put forward higher requirements on the Sino-Vietnamese border trade settlement system, but the formal banking border trade settlement system still exists some shortcomings."The stall bank" has the advantages of flexible way、simple procedure lower cost, the Sino-Vietnamese border residents and businesses are very fond of using it, so "the stall bank" has a dominant position in the Sino-Vietnamese border for a long time. Chinese government takes the hit attitude to "The stall bank" for a long time, But the hit treatment effect is far from satisfactory. Explore how to better guide and regulate "the stall bank" has practical significance to promote the sustained and healthy development of Guangxi, Yunnan and Vietnam border trade.This article introduces the development process of "the stall bank" and explores the basis of survival about "the stall bank" firstly. Next, this article analyzes the current situation of "the stall bank", the author chooses Dongxing city, Guangxi as a point of investigation, through survey of the small-scale border trade enterprises and border trade individual merchants, comes to conclusion that "the stall bank" meet the demand for capital settlement of the small amount border trade enterprises and border trade individual individual merchants, it has objectivity and rationality. Then the article researches the problems and their causes in the development of "the stall bank". On the basis of learning Vietnam management experience and analyzing the difficulty of sunshine management of "the stall bank", this article puts forward some suggestions,"The stall bank" is renamed "border trade bank", the suggestions mainly includes the following six aspects:the first aspect is formulating sunshine management laws and regulations, conflicting modify existing laws and making special laws to border trade bank. The second aspect is establishing an effective supervision system, following the appropriate intervention regulatory principles, strengthening self-discipline, clearing regulatory body and strengthening the monitoring of the illegal financial activities. The third aspect is giving some support and preferential policies, establishing a unified business market, reducing taxes and fees, constructing a unified border trade bank system. The fourth aspect is guiding benign cooperation and competition between border trade bank and formal bank. The fifth aspect is allowing organizations and business innovation of border trade bank. The sixth aspect is improving the supporting measures of border trade bank, establishing the non-freely convertible currency trading mechanisms, accelerating the construction of RMB return mechanism, establishing border trade bank entry and exit mechanism, strengthening border trade settlement cooperation between China and Vietnam.
