| Thanks to their similar form of governments,social ideologies,cultural exchanges,close geographic location and so on...the relation between China and Vietnam has been close up to now,their economic and commercial relations have a particularly long history of development.After China and Vietnam officially established diplomatic relations(on January 18,1950),both countries had been experiencing a revolution and building socialism for a long time,which made the two countries create a firm friendship and the relation has been developing more comprehensively.Late 70s and the 80s of the twentieth century,because of many different reasons,the relationship between Vietnam and China entered a period of recession,the bilateral economic-commercial relations were practically discontinuous.In the 90s,those two countries had the major adjustment in politics,and alternately stepped into the path of reform,after experiencing a short unusual period of time,they normalized their relations in early November 1991.This agreement corresponded to the trend of the world development and peace;furthermore,it also met their people's aspirations and needs of developing that good relationship,and the most important thing was to respond the requirements of economic construction as well as the cause of change and renewal of both parties.Since then,the bilateral relations especially in commercial and economic cooperation entered a new stage of development.Through the present researches of Vietnam and China's scholars as well as some monographs and articles which include many various areas,provided us great sources of valuable news and information,but the contents related to commercial and economic aspects are not comprehensive,all data are inaccurate,some of them are just based on one-way information,some brings out policies which aim at one or some problems that lack of systematic and complete vision of their economic-commercial development.In the research methods,they used quantitative analysis that lack of quantitative analysis as a main subject,which makes the study of economic and commercial of Vietnam-China deficient of authentication;The works which go into details of the field of commercial and economic cooperation of those two countries after the normalization of relations are quite rare.Besides,because of distinct languages,when making an objective survey of economic and commercial relations between China and Vietnam,scholars also have certain limitations,furthermore,their point of departure of researches and viewpoints is different,especially those related to maladjustments of bilateral economic and commercial relations and causes of commercial deficit,as well as explanation of smuggling and counterfeit goods,commercial statistics of two countries,so on...are clearly different between the two sides.The author takes pleasure as a Vietnamese student studying in China,in order to contribute some additional problems for the material,theories of their economic and commercial relations:one hand,from the perspective of Vietnamese,the author would like to investigate,learn and initially raise some thoughts about the relationship between trade and economy of those two countries in the past,the present and the future;on the other hand,to compare between information and data about economic commercial cooperation between Vietnam and China,at the same time,to simultaneously provide a large amount of data on the records,books,publications so on...,including some material,which are not easily found.Economic and commercial relations are the most important in the development of the relationship between those two countries,along with the process of their normalizing relations;they also appeared a good trend.Before 1991,the primary method of bilateral economic commercial relations was an exchange between those two countries' internal affairs,to exchange goods which were in needs,but not yet developed into the kind of real commercial market relations,where allow to exchange of commodities based on the international economic practices.After normalization of relations,economic commercial cooperation and investment between Vietnam and China basically have completely changed the nature of the transaction in which the regulations are not high and gradually built a mechanism which has the regulations,justice and mutual benefits.However,yet their economic and commercial cooperation hasn't promoted all the advantages and potentials that they have;scale and efficient benefits of their development are not commensurate with the level of development of political diplomatic relation between those two countries.Currently,economic-commercial relations,and investment between those two countries still have a number of very serious issues,which influences the sustainable development of their partnerships.According to above problems,the author chose the economic and commercial relations between Vietnam and China after the normalization of relations as a dissertation topic.Furthermore,the author also took concentrate on several ways:Firstly,from a historical perspective,combined methods of analysis of international relations,economics,and took into comprehensive consideration for commercial and economic cooperation between Vietnam and China after the normalization of relations so far,clarified unclear points in the study of their economic commercial cooperation earlier,as well as filled up the previous vacancies that were not intensively investigated in economic commercial cooperation between Vietnam and China.Besides,the author compared between their scholars' works of economic and commercial relations between Vietnam and China about the data,how to raise the issues and so on...,as the result of that,the author would be able to point out the differences as well as its causes and its effects.This helps to capture the economic and commercial relations between China and Vietnam after establishing normalized relations not only more comprehensively but more actively.Secondly,the author also clarified the situation of their cooperation in the areas of economic aid,trade,investment,and public contraction,so on...Clarifying particularly the outstanding issues in the relationship between trade and economy of those two countries;objectively analyzing its negative impacts on the development of their commercial and economic cooperation as well as suggesting some specific measures which are feasible and necessary for each field of commercial and economic cooperation of them both.Thirdly,by means of the analysis of some experiences and constructive models of economic development,China's society,the author provides references and suggestions for motivating rapidly the process of political reform and economic institution in Vietnam;as well as some problems existing in their current economic and commercial relations which are given in the thesis such as the explanation of quality of goods,China's contractions,so on...,which provides the basis for China's enterprises to develop economic and commercial relation with Vietnam.Finally,the author would like to conduct analysis in order to understand the advantages and disadvantages which adversely affect the sustainable development of economic commercial cooperation between Vietnam and China while economic reunification and globalization have been occurring nowadays,and provide some practical recommendations which can be applied to promote the rapid and stable development of their economic and commercial cooperation in the framework of WTO,Free Commercial Zone China-ASEAN as well,etc. |
