In recent years, the worldwide development of halal food rapidly, especially halal meat consumption and trade grew rapidly. Under the environment of the global economic downturn, the inverse growth. Meat breeding and production in China is the world’s first, Ningxia Hue autonomous region of China, as the only one in the autonomous region of ethnic minority autonomous areas, duty-bound to communication in Muslim countries, the development of bilateral relations. In the development of halal food industry in Ningxia has advantaged conditions and resources. Ningxia belong to temperate continental climate at the same time, in a across the eastern monsoon region and the northwest drought region, the southwest near the Tibetan alpine areas, suitable for development of animal husbandry. But halal beef and mutton in Ningxia exports has not into the scale of development, did not become the main export products in Ningxia. In this paper, we use situation analysis (SWOT) analysis of halal beef and mutton in Ningxia opportunity (Opportunities), formed by the internal and external environment of risk (Threats), edge (Strengths), Weaknesses (Weaknesses) four aspects of the situation. Also USES constant market share model (SCP) model theory analysis of halal beef and mutton in Ningxia commodity structure and market structure. To use data objectively and intuitive show the main cause of restricting the halal beef and mutton in Ningxia.
