Since the30years of reform and opening up, with the impetus of tourism resourcedevelopment and supporting infrastructure, tourism in Hunan Province obtained a rapiddevelopment and became social economic pillar industries department. However, withthe rapid development of tourism industry on a national scale, the market competitiontourism industry in Hunan province faced with is also increasing. In order to obtain thelong-term development and get impregnable in the fierce market competition, we mustgrasp the core competitive advantage that can not be copied and imitated. Tourismindustry as labor-intensive service industry, the important role of tourism humanresources is self-evident. Fully developing and utilizing human resources are the keys tomaintain the core competitive advantage for Hunan tourism industry. For now, however,in the government departments and various tourism enterprises, it is unbecoming for thestatistics, analysis, training, retention and use of the tourism human resources and thevalue they can play. Therefore, how to improve the level of human resourcesdevelopment and management about the tourism development in Hunan province is aproblem that cannot be ignored.This article embarks from the scholars both at home and abroad existing researchresults. Based on the situation that current tourism human resources and the growth oftourism economic relationship research is almost blank, put forward the research scopeas Hunan province, try to find the problem and come up with the countermeasures byusing qualitative and quantitative analysis. First this paper elaborated the basic conceptof human resources, tourism human resources, tourism economic growth and the relatedtheoretical basis. Second, illustrate fundamental change of the tourism human resourcesand tourism economic growth in Hunan province from2001to2010. The writer thinkthat both have similar change trend by overlaying analysis the tourism human resourcesand tourism economic growth curve of Hunan province. Again, use the unit root test,co-integration test, granger causality test and other econometric methods to test thecausal relationships of tourism human resources and tourism economic growth ofHunan province. Then, calculate the correlation degree between human resources aboutthe main department of tourism industry and tourism economic growth in Hunanprovince by using the gray correlation analysis method. Finally, based on the aboveresearch results, the writer proposes a solution as the tourism human resources development and management of Hunan province from improving the total of tourismhuman resources rationally, optimizing the structure of human resources in tourismindustry department and improving benefits of tourism human resources development.
