System Of Kunming Economic And Technological Development Zone Management

China National Economic and Technical Development Zone has played the part as the pioneer of opening up since its birth. It’s the test field and the pacesetter, which has made great contribution to accelerating opening-up, optimizing the industrial structure, institutional innovation and regional development. In2000, the State Council approved Kunming Economic and Technical Development Zone as a National Economic and Technical Development Zone. It’s an important base of the city of Kunming and Yunnan Province, achieved a lot in construction, attracting investment, industrial development and management innovation, which play a significant role in boosting reforming and opening up, as well as modernization drive of the city of Kunming and even Yunnan Province.With the development of socialist market economy and the formation of all-round opening up, due to the need of development, Kunming Economic and Technical Development Zone has integrated resources and expanded its territorial scope, which has bought complicated social affairs and prominent conflicts such as the difficulty in verifying the administrative subject qualification of the management committee of Kunming Economic and Technical Development Zone, insufficient social management and service ability, inadequate public service system, disorder of Tiao-kuai relation, overlapping responsibility, poor coordination and management among all the functional departments and residential departments, and low self-consciousness of the working staff, etc. Though thorough field research and interview in Kunming Economic and Technical Development Zone, aiming at the current situation and development need of the Zone, with the guidance of new public management theory and multi-center administrating theory, this thesis brings forward the goal, position and principal of structural reform of Kunming Economic and Technical Development Zone, as well as the following several specific countermeasures:First, to make explicit the legal status of management main body of Kunming Economic and Technical Development Zone, to promote department reform in order to streamline administration and institute decentralization. At the meantime, to bring new public management ideas into the reform of management, to learn advanced management methods of enterprises, and to make full use of incentive mechanism and competition mechanism. The last but not the least, to pay attention to community construction and enhance self management of the residents, through cultivating social intermediary organization, to relieve organization inflation of the management committee of Kunming Economic and Technical Development Zone and the insufficient social management and public service, in order to establish a diversified management mechanism.
